HomeMy WebLinkAbout05_Irvine Terrace Front Yard SetbackCITY OF NEWPORT BEACH PLANNING COMMISSION MEMORANDUM May 20, 2010 Agenda Item No. 5 SUBJECT: Irvine Terrace Front -Yard Setbacks (PA2010 -017) PLANNER: Russell Bunim, Assistant Planner (949) 644 -3233, rbunim @newportbeachca.gov Discussion At the April 22, 2010, Planning Commission hearing, the Planning Commission briefly discussed the possibility for a comprehensive setback program for the entire Irvine Terrace neighborhood. Staff is bringing this subject back to the Planning Commission as a discussion item. A comprehensive code amendment could mean that individual home owners would not need to follow a similar process as the home owners at 1500 Irvine Terrace for a setback reduction; however, this is an exceptionally complex issue about equity in the neighborhood. The setback variations in Irvine Terrace determine how many square feet can be built on the individual properties. The Planning Commission should discuss (from a City standpoint) whether or not the visual character of the streetscape, as originally defined by large setback variations, warrants their retention in Irvine Terrace. There are two options to begin the code amendment process: 1. The Homeowner's Association (HOA) would need to submit an application to the City requesting a code amendment, or 2. The Planning Commission can initiate a code amendment. Staff believes that further discussion between staff and the HOA would be appropriate to determine whether or not a comprehensive code amendment would be beneficial to the Irvine Terrace neighborhood.
