"Old" Kline Drive REALLY needs Code Enforcement! This are has been neglected for
way too long and is an eye sore.
This is a dusty dirt road with large potholes. On the end right side, Shu-Shun Lee and
Wong L Lee of Northridge, CA own Lots 17, 18, 19, and 20.
Lot 17: 20301 Kline Use: Vacant - Commercial (3 rooms, 1 bath, 550 square feet)
Lot 18: 20321 Kline Use: Nursery (empty)
Lot 19: 20434 Kline Use: Vacant - Commercial (4 rooms, bath, 874 square feet)
Lot 20: 20351 Kline Use: Vacant - Residential (4 rooms, 1 bath, 460 square fleet)
There are way too many pickup trucks on the 4 lots, 17 -20.
One of the residents on Kline drive called Lloyds Landscape several times about the
traffic situation and the person at Lloyds Landscape just hung up the telephone.
I too also called Lloyds Landscape and the person who answered the telephone also hung
up on me. The female quickly said, "We are not a nursery. Just landscape and
maintenance."
So does Lloyds Landscape leaseftnt from Shu -Shun Lee? One Saturday afternoon I saw
6 white new pick -up trucks and 4+ Lloyds Landscape trucks.
Now how many people live on these properties and do they rent from Lloyds Landscape?
There is also a large trash container for garden trash. I observed a new black pick -up
truck with 3 people inside pull up towards the trash container, look around, and then
empty 4+ burlap bags that contained grass cuttings and quickly left
About 10 years ago there was a fire on the property. Then, Lloyd Shaver owned Lloyds
Landscape. It is now a corporation.

American life —from

lawmakers across the country to is-
sue tough new restrictions on how
much noise residents can make.
The federal Noise Control
Act set some broad guidelines
against noise pollution in 1972 and
was followed by many local laws. Yet
the country is getting noisier, and
Americans are feeling the effects: Ac-
cording to the National Institute on
Deafness, 30 million people in the
U.S. are exposed to dangerous noise
levels each day and 10 million have
suffered gradual hearing loss as a result
_People continuously exposed to loud
sounds experience eletated stress levels,
hipercension, depression, and lost sleep

founder of NoiseOFF a websitc for
people who want quieter communities.

Noisy residents
may face jail time.
Now, some cities are issuing tough new
laws to get residents to rum down the
volume. A Richmond, Va., ordinance
passed in February makes it illegal to
"cause a disturbance" that can be heard

their radios in Sarasota, Fla., had
their cars impounded. City officials
stopped enforcing that policy after
the American Civil L berries Union

nuisance noise should be regulated,
"the Florida law leads to arbirtary
enforcement, "says ACLU atromev An-
drea Mcgensen. Almost any radio will
be audible at 25 feet, so police pick and
choose whom they'll targeL"
In the end, common sense may be
more effective than a legal crackdown.
"It's unlikely that we'll have a massive
police force armed with noise meters,"
says George Prochnik, author of a
book on the pursuit of silence.1nsread,
we should educate people
about the benefits of quiet
and the risks that noise
poses to our ears, hearts,

Barking dog noise vexes quality of life & the quiet enjoyment of your property Page 3 of 4
It's no problem for you when it's your dog barking. If your dog's barking
interferes with your plans, you can bring him in the house or take other
steps to quiet him. When it's your neighbor's dog, it's an altogether
different story. When your neighbor's dog fills your house with noise, it is
you and not the dog that must make the accommodation. As odd as it
sounds, it's true; while you control your dog's life inside your house, it is
your neighbor's dog that controls your life inside your house.
You can't do anything inside your home that is inconsistent with what the
neighbor's dog is doing outside. If he barks frequently, you can't relax at
home, nor can you study, work, concentrate or have a mellow
conversation or a tender moment. The neighbor's dog is in charge. He will
not adjust his vocalizations to accommodate you, so you have to work
your activities around him.
You can't have friends over for a quiet dinner. Dinner perhaps, but a loud,
chaotic dinner is not quite the same thing. You certainly can't invite guests
for an overnight visit and then situate them in a room where the neighbor's
dog makes sleep impossible. And God help you if you must endure an
illness in a sick bed dominated by the endless tyranny of a barking dog.
What's it worth to be able to sleep, nap, work, relax, concentrate, entertain
and recuperate in your own home whenever you wish? What have you
lost when an irresponsible neighbor takes that away from you? I can show
you million dollar homes where the occupants can't rely on doing any of
those things_ because the behavior of the neighbor's dog prohibits them.
. Of course, the barking is merely the manifestation of a problem. The
ctual problem is dog's owner who refuses to takggptLol_4fbIS pet
and, thereby, creates a situation in which much of the control of your life is
transferred from you to his dog_
By controlling how much sleep and rest you get, your neighbor impacts \
your health. By controlling whether you are tense or relaxed, he 1
transforms your psychological state. By controlling your ability to work at
home, he impacts your financial condition and, thus, your future. When i
! your neighbor so strongly influences your health, psychological state and
/ I financial well being, he holds heavy sway over the quality of your life and
impacts the fabric of your relationships. I think it is seldom recognized how
sweeping is the damage done by people who leave their dogs to bark
unchecked.

Hormones are chemicals manufactured within our bodies. Under certain conditions,
those hormones are released into our blood streams by our body's various glands.
Different hormones do different things. They regulate our growth, our metabolism,
our sexual desires and our sense of well being and distress. While the ANS makes
us feel tense, it is the endocrine system that makes us feel anxious when we are in
close proximity to a barking dog. That's not surprising really. The hormonal
(endocrine) system is regulated by a primitive part of the human brain that seems to
respond instantly to the primitive threats and messages of desperation that are
implicit in the voice of a chronically barking dog. That's part of why barking drives
people wild.
To really appreciate the impact that chronic barking has on your autonomic and
endocrine systems and, thus, your emotional state, you must also factor -in the length
of time required for our bodies to return to normal after an acoustic shock like that
which we receive when a nearby dog releases a loud, sudden, percussive burst of
barking. If it happens only once, you may return to normal in a matter of seconds.
However, with each additional episode of barking, your systems fire -up more quickly,
and it takes a little longer to return to baseline. If it happens frequently enough, you
will still be wound -up from the last outburst when the next one hits, with the result
that you will be forever tense, and at no point will you ever be able to become truly
relaxed in your own home.
Some people have an autonomic nervous system that works like greased lightening,
while others have a relatively sluggish function of the ANS. The more readily your
ANS fires up, the faster your endocrine system will kick in, and the longer it will take
your body to return to a relaxed state after you are exposed to a flurry of barking.

cope with life's events. The more of these sorts of negatives you are exposed to, the
less well you will be able to roll with the punches, because your capacity to do so is
diminished by their presence. If adaptive negatives are in your environment in
substantial numbers, you will be overwhelmed by them.
Therefore, any deficits you have, in combination with any stressors you encounter,
will impact your potential to maintain equanimity as you deal with the problems and
challenges of everyday life.
Maybe you suffer from chronic pain or depression or anxiety or some other similarly
distressing condition. You may have noticed that your condition fluctuates,
sometimes getting better and sometimes getting worse. If you start to watch for it,
you will probably find that your symptoms either improve or deteriorate, depending
on your level of resilience.
Since resilience is a reflection of your level of adaptive capacity, you can minimize
your symptoms and maximize your level of functioning by keeping your adaptive
capacity as high as possible. The best way to do that is to make sure you eat well
and get enough rest, have enough fun and get enough sleep. Also, take care to
remove from your environment those stressors that sap your potential to adapt.
Exposure to barking reduces your adaptive capacity by interfering with your Jit

The noise in kennels resulting from barking can be a nuisance and is potentially
damaging to human hearing (van der Heiden 1992). Dogs often bark at each other
through adjacent pens or at people passing by. Barking is also associated with feeding
times and is probably the result of the generally high levels of excitement. Very often
barking spreads to other dogs, and in some animals the act of barking may itself
function as a self stimulus to further barking (Scott and Fuller 1965).
Dogs can detect sound ranging in frequency from 0.04 kHz (cycles per second) up to
around 50 kHZ, which is well beyond the upper frequency limit of human hearing.
They can hear sounds that are up to four times quieter than the human ear can detect.
Unfortunately, the possibility that noise might have similar effects on dogs as on
humans has, until recently, not been considered. In dog kennelling, sound levels within
the human hearing range can regularly reach values of 85 to 122 decibels (dB; Peterson
1980). The noise problem for humans can be addressed by protective wear such as
hearing defenders, but these are of no value to the dog.
In a recent study, Sales et al. (in preparation) have surveyed noise levels, throughout
the hearing range of dogs, in different kennel environments. The data showed that the
dogs were regularly exposed to high sound levels throughout the working day and often
well into the evening. The peak sound pressure level over the measuring period often
exceeded 100 dB, and the sound level of a continuous steady tone (which would result
in the same amount of sound energy as a fluctuating sound measured over the same
period) often exceeded 95 dB.
The study also confirmed that the noise of barks from individual dogs commonly
surpasses 100 dB. From this and the observations made during the investigation it
would seem that most of the high level noise recorded in kennels is produced by the
dogs themselves; although other events such as cleaning, high pressure hoses, doors
banging and pagers may also contribute substantially to the acoustic environment
(Sales et al. 1988).
The sound in dog kennelling is certainly at a level that is known to cause damage and
stress not only in humans but also in other animals who have less acute auditory
sensitivity than dogs (Gamble 1982; Milligan et al. 1993). If these levels are sustained
throughout the day it would seem probable that dogs are also at risk from damage to
their auditory system. Even if dogs were shown not to find high noise levels aversive,
any physiological damage would certainly reduce the dogs' welfare and hence would be
unacceptable.
