Review for Substantial Conformance

SUBJECT
Review of proposed changes to the Saint Mark Presbyterian Church project for
determination of substantial conformance with plans approved as part of Use Permit No.
2003 -015.
RECOMMENDATION
Review proposed changes and determine that they are in substantial conformance with
the previously approved plans.
DISCUSSION
The Saint Mark Church project was approved by the City Council on October 12, 2004
following a favorable recommendation the Planning Commission. The applicant is
currently preparing final plans and has approached the Planning Department with
preliminary drawings that differ from what was approved. St. Mark is asking for a review
of these changes and for a determination of substantial conformance prior to
proceeding with full construction drawings. Following is a summary of the proposed
changes.
Raise the finished grade of Administration Building approximately 1 -foot. The
building height will be lowered from 26 -feet above finished floor to 24 -feet above
finished floor.

• Raise the finished grade of Fellowship Hall by 1 -foot and increase the main ridge
of the building by 1 -foot, 1 -inch resulting in an approximate 2 foot increase in the
height of the main ridge and 1 -foot for the tower. (28 -foot tower with a main ridge
of 23 feet, 7 inches).
• Raise the finished grade by 1 -foot for the main sanctuary. The building height
from finished floor remains the same - 46 feet for the main sanctuary and 51 feet
for the tower /cross.
• Reduce the size of the main sanctuary that results in an increased setback from
the northerly property line to approximately 23 feet from the approved 5 feet.
• Switch the location of one of the preschool buildings with the pre - school
administration building.
• Raise the finished grade of the pre - school buildings and portions of the northerly
campus 4 -feet. The pre - school buildings are 15 feet tall from finished floor.
• Shift the location of the Nature Center Plaza and Amphitheater. The changes to
the Nature Center Amphitheater and pre - school buildings will result in an
increase of approximately .04 acres of coastal sage scrub removal. Of the 1.96
acres existing, 1.5 acres are to be removed under approved plan with an
approximate additional .04 acres proposed to be removed for a total of 1.54 to be
removed.
• Reduced cut will result in changes to landscape berms along MacArthur and San
Joaquin Hills Road. Berms will become slightly larger and taller. Additionally, the
export of dirt will be reduced to approximately 25,000 cubic yards from the
previously estimated 47,000 cubic yards.
After a review of the preliminary drawings (Exhibit No. 1), staff believes that the changes
are in substantial conformance with the approved plans. Additionally, a review of the
certified EIR found that the proposed changes would not be significant enough to
warrant recirculation of the EIR. Finally, all of the requested changes are in compliance
with the Big Canyon Planned Community development regulations adopted with the
approval of the church.
Public Notice
Public notice is not required for this type of review. Should the Planning Commission
determine that the proposed changes are not in substantial conformance with the
approved plan an application for an amendment to the approved use permit would be
required and public hearing conducted.
