Alford, Senior Planner (949) 644 -3235 Palford@city.newport-beach.ca.us SUBJECT: West Santa Ana Heights — General Plan Amendment and Code Amendment Initiation (PA 2003 -149) ISSUE: Should the Planning Commission recommend that the City Council initiate amendments to the General Plan and the Zoning Code relating to the annexation of West Santa Ana Heights? Adopt Resolution No. 2003- recommending initiation of ;a General Plan amendment (GPI 2003 -004) to the City Council and initiating code;, amendment (CA 2003 -006). DISCUSSION: On March 11, 2003, the City Council directed staff to proceed with ei area known as West Santa Ana Heights. Temple Planning Director Santa Ana Heights June 19, 2003 Page 2 annexation to the The annexation ipter 20.44 of the iootino new base RESOLUTION NO. 2003 -_ A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF NEWPORT BEACH RECOMMENDING THE INITIATION OF AN AMENDMENT TO THE GENERAL PLAN TO THE CITY COUNCIL AND INITIATING A CODE AMENDMENT RELATING TO THE ANNEXATION OF WEST SANTA ANA HEIGHTS [GPI 2003 -004] THE PLANNING COMMISSION OF THE CITY OF NEWPORT BEACH HEREBY FINDS, RESOLVES AND ORDERS AS FOLLOWS: Section 1. The City Council of the City of Newport Beach begun a process that could result in the annexation of the territory know as West Santa Ana Heights. Section 2. Amendments to the General Plan and Zoning Code are necessary to establish land use and development policies and regulations for the West Santa Ana Heights area. Section 3. City Council Policy K -1 establishes that amendments to the General Plan shall be initiated by the City Council after recommendation from the Planning Commission. Section 4. Title 20 of the Newport Beach Municipal Code authorizes the Planning Commission to adopt a resolution initiating amendments to the Zoning Code of the City of Newport Beach. Section 5. The Planning Commission hereby recommends the initiation of a General Plan amendment (GPI 2003 -004) to the City Council and initiates an amendment to Title 20 of the Newport Beach Municipal Code to establish land use and development policies and regulations for the West Santa Ana Heights area.
