Planning Commissioners are citizens of Newport Beach who volunteer to serve on the Planning
Commission. They were appointed by the City Council by majority vote for 4 -year terms. At the
table in front are City staff members who are here to advise the Commission during the meeting.

NOTICE TO THE PUBLIC
Regular meetings of the Planning Commission are held on the Thursdays preceding second and fourth
Tuesdays of each month at 6:30 p.m. Staff reports or other written documentation have been prepared for
each item of business listed on the agenda. If you have any questions or require copies of any of the staff
reports or other documentation please contact the Planning Department staff at (949) 644 -3200. The agendas,
minutes and staff reports are also available on the City's web site. The address is: http://www.city.newport-
beach.ca.ust.
It is the intention of the City of Newport Beach to comply with the Americans With Disabilities Act (ADA) in
all respects. If, as an attendee or a participant at this meeting, you will need special assistance beyond what
is normally provided, the City of Newport Beach will attempt to accommodate you in every reasonable

APPEAL PERIOD: Use Permit, Variance, Site Plan Review, Resubdivision, and Modification applications do
not become effective until 14 days after the date of approval, during which time an appeal may he filed with
the City Council. General Plan and Zoning Amendments are automatically forwarded to the City Council for
final action.
If in the future, you wish to challenge in court any of the matters on this agenda for which a public hearing is
to be conducted, you may be limited to raising only those issues which you (or someone else) raised orally at
the public hearing or in written correspondence received by the City at or before the hearing.

ITEM NO. 1.
SUBJECT: General Plan Amendment Initiation No. 2002 -004 (PA2002 -134)
129 Agate Avenue
SUMMARY: A request to initiate a General Plan Amendment, a Code Amendment, and an
amendment to the Local Coastal Program to change the land use designation
and zoning for 3 separate parcels from Retail & Service Commercial to Two -
Family Residential.
ACTION: Recommend that the City Council approve General Plan Amendment
Initiation No. 2002 -004
ITEM NO. 2.
SUBJECT: General Plan Amendment No. 2002 -002, Local Coastal Plan
Amendment No. 2002 -001, and Code Amendment No. 2002 -002 (PA2001-
186)
205 Orange St.
SUMMARY: Request to change the General Plan Land Use designation from Retail &
Commercial to Two - Family Residential, change the Local Coastal Plan
designation from Retail & Service Commercial to Two - Family Residential, and
change the zoning designation within the Newport Shores Specific Plan from
Commercial to Residential, in order to replace an existing single - family dwelling
with a duplex.
ACTION: Adopt Resolution No. , recommending that the City Council approve the
requested amendments.

SUBJECT: Code Amendment No. 2002 -001 (PA2002 -098)
3513 Finley Avenue
SUMMARY: Request to change the front yard setback of 3513 Finley Avenue facing the Rivo
Alto channel established on District Map No. 3 from 40 feet to 20 feet.
ACTION: Adopt Resolution No. , recommending that the City Council approve the
requested amendment.
ITEM NO. 4.
SUBJECT: Taste of Napa (PA2002 -074)
611 E. Balboa Blvd.
SUMMARY: Request for a Use Permit to establish an Alcoholic Beverage Outlet (ABO) for a
wine bar with retail sales and wine tasting under Type 20 and Type 42 alcoholic
beverage licenses. The project also includes a request for a waiver of the off
street parking requirements.
ACTION: Adopt Resolution No. , approving the requested Use Permit.
ITEM NO. 5.
SUBJECT: Candelmo Residence (PA2002 -103)
438 Dahlia Avenue
SUMMARY: Establishment of grade pursuant to Section 20.65.030.B.3 for the construction of
a new duplex to replace an existing duplex. The existing slope is proposed to be
filled creating a flat building pad comparable with the abutting street and alley.
ACTION: Adopt Resolution No. , approving Site Plan Review No. 2002 -002.
