AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF NEWPORT
BEACH CHANGING AND REDEFINING THE BOUNDARIES OF
COUNCIL DISTRICTS
WHEREAS, Section 1005 of the City Charter provides that following the national census,
the City Council shall appoint a committee to study and report to the City Council on the
advisability of redistricting the City; and
WHEREAS, on May 24, 2011, the City Council appointed the City Council Redistricting
Committee; and
WHEREAS, on June 30, 2011, July 21, 2011, and August 4, 2011, the City Council
Redistricting Committee held meetings to consider proposed changes to the Council District
boundaries and received public comments; and
WHEREAS, on October 11, 2011, October 25, 2011, and November 22, 2011, the City
Council of the City of Newport Beach, at duly noticed public hearings, reviewed and considered
the recommendation submitted by the Committee and determined that the proposed changes
are necessary and desirable in order that the district boundaries be fair and logical should be
adopted by ordinance; and
WHEREAS, the City Council has also determined that the proposed district boundaries,
as nearly as practicable, constitute natural areas of contiguous and compact territory and
provide fair representation on the City Council; and
WHEREAS, pursuant to California Elections Code Section 21620, the City Council has
also determined that the proposed districts are as nearly equal in population as may be
according to the latest federal decennial census and comply with the applicable provisions of
the federal Voting Rights Act of 1965, Section 1973 of Title 42 of the United States Code, as
amended; and
WHEREAS, pursuant to California Elections Code Section 21620.1, the City Council of
the City of Newport Beach held duly- noticed public hearings on October 11, 2011, October 25,
2011, and November 22, 2011, to consider the proposed changes to the Council Districts.
THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH DOES HEREBY ORDAIN
AS FOLLOWS:
SECTION 1: The seven Council Districts of the City of Newport Beach shall be as
depicted on a map attached hereto and marked Exhibit "A" and as described in a legal
description, attached as Exhibit "B ", both incorporated herein by this reference.
SECTION 2: By the enactment of this Ordinance, it is the intention of the City Council that
the district numbers and boundaries as set forth herein shall replace and supersede all prior
district numbers and boundaries as originally established by the City Charter and as subsequently
modified by ordinance.

SECTION 3: This project is exempt from the California Environmental Quality Act
( "CEQA ") pursuant to Section 15320 — Class 20 (Changes in Organization of Local Agencies)
of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3. The proposed
changes to the Council Districts are exempt since they do not change the geographical area in
which previously existing powers are exercised.
SECTION 4: The Mayor shall sign and the City Clerk shall attest to the passage of this
ordinance. The City Clerk shall cause the same to be published once in the official newspaper
of the City, and it shall be effective thirty (30) days after its adoption.
This ordinance was introduced at a regular meeting of the City Council of the City of
Newport Beach, held on the 22nd day of November, 2011, and adopted on the 13th day of
December, 2011, by the following vote, to wit:

SECTION 1. The First District shall include all that portion of the City included within the
following described boundary line, to wit:
Beginning at the intersection of the mean high tide line of the Pacific Ocean and the
southwesterly prolongation of Summit Street, being the westerly boundary line of the
City of Newport Beach; thence in a northeasterly direction along the most westerly
boundary line of the City of Newport Beach to the centerline of West Coast Highway;
thence in a southeasterly direction along the centerline of West Coast Highway to the
intersection with the centerline of Newport Boulevard; thence in a southwesterly direction
along the centerline of Newport Boulevard to the intersection with the centerline of the
Newport Island Channel; thence in a easterly direction to the centerline of the
northwesterly prolongation of the Lido Channel; thence in a southeasterly direction along
the centerline of the Lido Channel and the Newport Channel to the centerline of the
Harbor Entrance; thence in a southerly direction along the centerline of the Harbor
Entrance to the intersection with the southeasterly prolongation of the mean high tide
line of the Pacific Ocean; thence in northwesterly direction along the mean high tide line
to the point of beginning.
SECTION 2. The Second District shall include all that portion of the City included within
the following described boundary line, to wit:
Beginning at the intersection of the centerline of West Coast Highway and the most
westerly boundary line of the City of Newport Beach; thence in a northerly and easterly
direction along the most westerly boundary line of the City of Newport Beach to the
intersection of the centerline of Irvine Avenue with the centerline of Sherington Place;
thence in a southeasterly direction along the centerline of Sherington Place to the
intersection with the centerline of Seagull Lane; thence in a southwesterly direction
along the centerline of Seagull Lane and the southwesterly prolongation of the centerline
of Seagull Lane to the intersection with the most northern line of Tract Map No. 1218;
thence in a southwesterly direction along the most northern line of Tract Map No. 1218
and a prolongation of said line to the intersection with the centerline of 15th Street;
thence in a northwesterly direction along the centerline of 15th Street to the intersection
with the centerline of St. Andrew's Road; thence in a southerly direction along the
centerline of St. Andrew's Road to the intersection with the centerline of Coral Place;
thence in a northwesterly direction along the centerline of Coral Place to the intersection
with the centerline of Irvine Avenue; thence in a southwesterly direction along the
centerline of Irvine Avenue to the intersection of the prolongation of said line with the
most northern line of Tract Map No. 919; thence continue said prolongation 150 feet;
thence paralleling the Cliff Drive Public Right of Way in a northwesterly direction 924
feet; thence in a southwesterly direction along the most western line of Tract Map No.
919 to the intersection with the centerline of the Avon Street alley; thence in a
northwesterly direction along the centerline of the Avon Street alley to the intersection
with the centerlines of Tustin Avenue and Ocean View Avenue; thence in a
northwesterly direction along the centerline of Ocean View Avenue to the intersection
with a prolongation of the most northern line of Lots 42, 44, 45, 46, and 47 of Tract Map
No. 1133; thence in a northwesterly direction along a prolongation of the most northern
line of Lots 42, 44, 45, 46, and 47 of Tract Map No. 1133 to the intersection with the
centerline of Avon Street; thence in a westerly direction along the centerline of Avon
Street to the intersection with the centerline of Santa Ana Avenue; thence in a
southwesterly direction along the centerline of Santa Ana Avenue to the intersection with
the centerline of Old Newport Boulevard; thence in a northerly direction along the
centerline of Old Newport Boulevard to the intersection with the centerline of Catalina
Drive; thence in a southwesterly direction along the prolongation of the centerline of
Catalina Drive to the intersection with the centerline of Newport Boulevard; thence in a
southerly direction along the centerline of Newport Boulevard to the intersection with the
centerline of West Coast Highway; thence in a northwesterly direction along the
centerline of West Coast Highway to the point of the beginning.
SECTION 3. The Third District shall include all that portion of the City included within
the following described boundary line, to wit:
Beginning at the intersection of the Newport Channel with the centerline of Newport
Boulevard; thence in a northwesterly direction along the centerline of Newport Boulevard
to the intersection with the centerline of the prolongation of the centerline of Catalina
Drive; thence in a southerly direction along the centerline of Old Newport Boulevard to
the intersection with the centerline of Santa Ana Avenue; thence in a northeasterly
direction along the centerline of Santa Ana Avenue to the intersection with the centerline
of Avon Street; thence in a southeasterly direction along the centerline of Avon Street to
the intersection with a prolongation of the most northern line of Lots 42, 44, 45, 46, and
47 of Tract Map No. 1133; thence in a southeasterly direction along the most northern
line of Lots 42, 44, 45, 46, and 47 of Tract Map No. 1133 to the intersection with the
centerline of Ocean View Avenue; thence in a southeasterly direction along the
centerline of Ocean View Avenue to the intersection with the centerlines of Tustin
Avenue and Ocean View Avenue; thence in a southeasterly direction along the
centerline of the Avon Street alley to the most western line of Tract Map No. 919; thence
in a northeasterly direction along the most western line of Tract Map No. 919 to a point
150 feet south of the most northern line of Lot A of Tract Map No. 919; thence paralleling
the Cliff Drive Public Right of Way in a southeasterly direction 924 feet to the intersection
with the prolongation of the centerline of Irvine Avenue; thence in a northeasterly
direction along the prolongation of the centerline of Irvine Avenue to the intersection with
the centerline of Coral Place; thence in a southeasterly direction along the centerline of
Coral Place to the intersection with the centerline of St. Andrew's Road; thence in a
northeasterly direction along the centerline of St. Andrew's Road to the intersection with
the centerline of 15`h Street; thence in a southeasterly direction along the centerline of
15th Street to the intersection with a prolongation of the most northern line of Tract Map
No. 1218; thence in a northeasterly direction along the most northern line of Tract Map
No. 1218 to the intersection with the prolongation of the centerline of Seagull Lane;
thence in a northeasterly direction along the prolongation of the centerline of Seagull
Lane and the centerline of Seagull Lane to the intersection with the centerline of
Sherington Place; thence in a northwesterly direction along the centerline of Sherington
Place to the intersection with the centerline of Irvine Avenue; thence in a northerly and
easterly direction along the boundary of the City of Newport Beach to the intersection
with the centerline of University Drive; thence in a southwesterly direction along the
centerline of University Drive to the intersection with the centerline of Jamboree Road;
thence in a northwesterly direction along the centerline of Jamboree Road to the
intersection with the centerline of the San Diego Creek Channel; thence in a
southwesterly direction along the centerline of the Upper Newport Bay to the intersection
with the centerline of the Lido Channel; thence in a northwesterly direction along the
centerline of the Lido Channel to the point of the beginning.
SECTION 4. The Fourth District shall include all that portion of the City included within
the following described boundary line, to wit:
Beginning at the intersection of the centerline of Jamboree Road with the centerline of
Back Bay Drive; thence in a northwesterly direction along the centerline of Back Bay
Drive to the intersection with Shellmaker Road; thence in a westerly direction along the
centerline of Shellmaker Road to it's prolongation to the centerline of Upper Newport
Bay; northeasterly along centerline of Upper Newport Bay to the intersection with the
centerlines of the San Diego Creek Channel and Jamboree Road; thence in a southerly
direction along the centerline of Jamboree Road to the intersection with the centerline of
University Drive; thence in a easterly direction along University Drive to the intersection
with the centerline of University Drive and the boundary line of the City of Newport
Beach; thence in a southeasterly direction along the boundary line of the City of Newport
Beach to the intersection with the centerline of Bonita Canyon Drive; thence in a
westerly direction along Bonita Canyon Drive to the intersection with the centerline of
MacArthur Boulevard; thence in a westerly direction along Ford Road to the intersection
with the centerline of Jamboree Road; thence southerly along the centerline of
Jamboree Road to the point of beginning.
SECTION 5. The Fifth District shall include all that portion of the City included within the
following described boundary line, to wit:
Beginning at the intersection of the centerline of MacArthur Boulevard with the centerline
of East Coast Highway; thence in a northwesterly direction along East Coast Highway to
the intersection with the centerline of Avocado Avenue; thence in a southwesterly
direction along the centerline of Avocado Avenue to it's prolongation to the centerline of
the Newport Channel; thence in a northwesterly direction along the centerlines of
Newport Channel and Lido Channel and the Upper Newport Bay; thence in a northerly
direction along the centerline of the Upper Newport Bay to the intersection with the
prolongation of the centerline of Shellmaker Road; thence in a easterly direction along
the prolongation of the centerline of Shellmaker Road with the intersection of the
centerline of Back Bay Drive; thence in a southeasterly direction along the centerline of
Back Bay Drive to the intersection with the centerline of Jamboree Road; thence in a
northeasterly direction along the centerline of Jamboree to the intersection with the
centerline of Ford Road; thence in a easterly direction along the centerline of Ford Road
to the intersection with the centerlines of MacArthur Boulevard and Bonita Canyon Drive;
thence in a easterly direction along the centerline of Bonita Canyon Drive to the
intersection with the prolongation of the centerline of Ford Road; thence in a
southwesterly direction along the prolongation of the centerline of Ford Road to the
intersection with the centerline of San Miguel Drive; thence in a southwesterly direction
along the centerline of San Miguel Drive to the intersection with the centerline of
MacArthur Boulevard; thence in a southerly direction along the centerline of MacArthur
Boulevard to the point of beginning.
SECTION 6. The Sixth District shall include all that portion of the City included within the
following described boundary line, to wit:
Beginning at the intersection of the centerline of Newport Coast Drive and East Coast
Highway; thence in a southwesterly direction along the prolongation of the centerline of
Newport Coast Drive to the mean high tide line of the Pacific Ocean; thence in a
northwesterly direction along the mean high tide line of the Pacific Ocean to the
prolongation of said line with the intersection of the centerline of the Harbor Entrance
Channel; thence in a northwesterly direction along the centerline of the Harbor Entrance
to the intersection of the prolongation with the centerline of Avocado Avenue; thence in a
northeasterly direction along the prolongation of the centerline of the Avocado Avenue
with the intersection of the centerline of East Coast Highway; thence in a southeasterly
direction along the centerline of East Coast Highway with the intersection of the
centerline of MacArthur Boulevard; thence in a northerly direction along the centerline of
MacArthur Boulevard with the intersection of the centerline of San Miguel Drive; thence
in a easterly direction along the centerline along San Miguel Drive with the intersection
of the centerline of San Joaquin Hills Road; thence in a easterly direction along San
Joaquin Hills Road to the intersection with the centerline of Newport Coast Drive; thence
in a southerly direction along the centerline of Newport Coast Drive to the point of
beginning.
SECTION 7. The Seventh District shall include all that portion of the City included within
the following described boundary line, to wit:
Beginning at the intersection of the most southerly boundary line of the City of Newport
Beach and the mean high tide line of the Pacific Ocean; thence in a northwesterly
direction along the mean high tide line of the Pacific Ocean to the intersection with the
prolongation of the centerline of Newport Coast Drive; thence in a northeasterly direction
along the prolongation of the centerline of Newport Coast Drive to the intersection with
the centerline of East Coast Highway; thence in a northerly direction along the centerline
of Newport Coast Drive to the intersection with the centerline of San Joaquin Hills Road;
thence in a westerly direction along the centerline of San Joaquin Hills road to the
intersection with the centerline of San Miguel Road; thence in a northeasterly direction
along the centerline of San Miguel Road to intersection with the centerline of Ford Road;
thence in a easterly direction along the centerline of Ford Road to its prolongation to the
intersection with the centerline of Bonita Canyon Drive; thence in a easterly direction
along the centerline of Bonita Canyon Drive to the intersection with the boundary line of
the City of Newport Beach; thence in a southeasterly direction along the boundary line of
