A Resolution by the Board of Trustees of the city
2 of Newport Beach establishing a harbor commission
to consist of five (5) persons, and requesting said
3 persons to organize as such harbor commissions and
when organized to advise and confer with the Board
4 of Trustees concerning the expenditure of certain
public funds of the.City of Newport Beach.

6 Whereas, there has been and is submitted to the quali-
7 fied electors of the city of Newport Beach the proposition of
8 creating a bonded indebtedness on the city of Newport Beach in
9 the sum of C125,000.00, for the purposg of paying fof improve -
10 ments in and to Newport Bay, and
11 Whereas, the improvements designed to be accomplished by
12 the expenditure of said �125,000.00 in and to said Newport Bay
13 are of wide and vital importance to the city of Newport Beach and
14 the inhabitants and tax - payers thereof; and
15 Whereas, it is the desire of this Board of Trustees in
16 common with the entire citizenship of the city of Newport Beach
17 that all expenditures made in said Newport Bay and in the improve
18 ment thereof shall be accomp7shed with the leash possible delay
19 and the expenditure of the least amount of money commensurate wit
20 comprehensive scope and permanency of character;
21 And whereas, the Board of Trustees feel and realize the
22 deep interest and concern of all citizens and tax - payers whose

money will ultimately build and pay for said improvements and
24 being desirous at all times that each and every dollar expended
25 ) therein stall purchase a dollar of honest value, and being de-
26 it
sirous of the advice assistance concurrence and approval of som
27 I independent body of citizens, in order that the widest publicity,
28 investigattion, and knowledge of all acts and expenditures made of
29 the public funds in said improvement may be had and known;
30 The Board of Trustees do hereby determine that it is its
31 intention to appoint and the said Board of Trustees will appoint

32 and select a harbor commission from the following named citizens:

To consist of five persons and that the five persons, when so se-
lected will be and are requested to organize as a harbor commis-
sion and that thereafter all funds expended, all contracts and
agreements made and entered into in the expenditure of the money
raised by the,sale of bonds in the improvement of Newport Harbor
will be first submitted to said harbor commission for its con-
sideration, advice, sanction and approvals and that slid harbor
commission shall at all time constitute an advisory commission to
the Board of Trustees of the city cf Newp cr t Beach in the i
ment of said harbor and the expenditure of s aid money.
That said harbor commission will be appointed prior to
the sale of the whole or any part of the bonds contemplated to be
issued.
The above and foregoing Resolution was adopted at this a
meeting of the Board of Trustees of the City of Newport Beach
on the 11 day of September, 1916, by the following named trustees:

I, C. K. PRIEST, City Clerk of the City of Newport
Beach, California, do hereby certify that according to
the records of the City of Newport Beach filed and main-
tained in my office, the foregoing Resolution No. 61
was duly and regularly adopted, passed, and approved by
the City Council of the City of Newport Beach, California,
at a regular meeting of said City Council held at the
regular meeting place thereof, on the 11 day of
September -_ 9 1916 9 by the following vote,
to wit:
