RESOLUTION NO. 81
A RESOLUTION OF THE BOARD OF TRUSTEES OF THE CITY
OF NEWPORT BEACH AWARDING THE CONTRACT FOR CERTAIN
WORK ON CERTAIN kRTIONS OF SURF AVENUE IN THE CITY
OF NEWPORT BEACH.
WHEREASy the Board of Trustees of the City 6f Newport
Beach did on the 7th day of May, 1917, duly adopt a Resolution
No. 77 ordering the following work to be done:
That Surf Avenue, within the said City, from the southerly
prolongation of the westerly line of Ninth Street to the southerly
prolongation of the westerly line of Alvarado Street, by the con-
struction of a board walk on pile bents on that portion of said
Surf Avenue lying between the northerly line of said Surf Avenue
and a line twelve (12) feet southerly of and parallel with the
northerly line of said Surf Avenue, including all street and alley
intersections, be constructed to official line and grade, accordin
to Plans No. 102 and 103 on file in the office of the City Enginee
of the City of Newport Beach, California, and in further accordanc
with specifications numbered 26, adopted by Resolution No. 65 of
the Board of Trustees of the City of Newport Beach and on file in
the office of the City Clerk of said City.
That the said contemplated work of improvement of the por-
tion of said Surf Avenue is, in the opinion of the said Board of
Trustees of the City of Newport Beach, of more than local or or-
dinary public benefit and they declare that the exterior bound ari
of the lands to be benefited by said improvement and to be assess
to pay the costs and expenses of said improvement shallbe as
follows:
Beginning�_at the northwesterly corner of Lot 8, Block 9 of
a Map of Section B, Newport Beach, as recorded in Miscellaneous
Maps, Book 4, page 27, Records of Orange County, California; then
easterly in a straight line to the northeasterly corner of Lot 19
Block 9 of the aforesaid Map of Section B, Newport Beach; thence
easterly across Ninth Street to a point in the easterly line of sa

Ninth Street, which point is seventy -five (75) feet northerly of
the northerly line of Surf Avenue, and measured at right angles
with the northerly line of said Surf Avenue; thence easterly in
a straight line, which line is seventy -five (75) feet northerly
of and parallel with the northerly line of Surf Avelue7 to its
intersection with the center line of Alvarado Street; thence
southerly along the center line of said Alvarado Street, and its
southerly prolongation to the intersection with the southerly line of
Surf Avenue; thence westerly along the southerly line of said Surf
Avenue, to the intersection with the southerly prolongation of the
westerly line of Lot 8, Block 9 of the aforesaid Map of Section B,
Newport Beach; thence northerly along the southerly prolongation
of the westerly line of the said Lot 8, Block 9, and along the
westerly line of said Lot 8 to the northwesterly corner thereof,
the place of beginning, excepting therefrom lands forming part of
any public street or alley.
The total expense of all work done in constructing said im-
provements as described in the Resolution of Intention, shall be
assessed on the lands and parcels of land lying within the limits
of the assessment district described in Section Two of the Resolu-
tion of Intention.
The City Engineer is hereby directed to make a diagram of
the property affected or benefited by the proposed work of improve
ment as described above and to be assedsed to pay the expense
thereof. Such diagram shall show each separate lot, piece or par-
cel of land, the area of each of said lots, pieces or parcels of
land and the relative locatiofls of the same to the wo rk proposed
to be done, all within the limits of said assessment district.
A plat of the said district above described has been ap-
proved by the City Council of the City of Newport Beach, which pla
indicates by a boundary line the extent of the territory to be
included in the said assessment district, and the same is now on

file in the office of the City Engineer of said City and reference
to said plat is hereby made.
That the proceedings for the aforesaid improvement shall be
had and taken under an act of the Legislature of the State of Cali
fornia, entitled k°An Act to provide for work upon streets7 lanes7
alleys, courts, places, and sidewalks, and for the construction
of sewers within municipalities" approved March 18th, 18857
(commonly known as the Vrooman Act)7 and under all acts supplemen-
tary thereto or amendatory thereof.
AND WHEREAS7 by said Resolution the City Clerk was directed
to publish and post a notice inviting proposals for doing said
work, as required by law and the time for opening bids was fixed
at 8 P.M. of Monday the 11th day of June, 1917;
AND WHERERS, the Board of Trustees of the said city of
Newport Beach in open session on the 11th day of June, 1917, has
publicly opened, examined and declared all sealed proposals or
bids offered for the aforesaid work.
NOWi7 THEREOFaRE, be it resolved by the said Board of Trus-
tees that the said Board hereby rejects all of said bids except
the next herein mentioned and hereby awards the contract for said
work to the lowest7 regular, responsible bidder therefor, to wits
To Glenn Helms at the prices specified in his pro-
posal on file for said work, to wit:
Board walk on Wooden Pile Bents per lineal foot complete $3•43-
AND BE IT FURTHER RESOLVED, that the City Clerk is hereby
directed to post notice of this wards conspicuously for five days
on or near the Council Chamber door of the Board of Trustees of
said City, and also to publish said notice by one insertion in the
Newport News, a weekly newspaper, printed, published and circulate,
in said City, and hereby designated therefore.
