A RESOLUTION BY THE BOARD OF TRUSTEES AS THE LEGISLATIU9
BRANCH, OF THE CITY OF NEWPORT BEACH, A 6ITY OF THIS STATE WHOSE
CORPORATE LIMITS INCLUDE A AHRBOR, DETERMINING THAT THE PUBLIC
INTEREST AND ALSO THE PUBLIC NECESSITY DEMANDS THE CONSTRUCTION
AT, IN, AND FOR SAID CITY MUNICIPAL IMPROVEMENTS, NECESSARY AND
CONVENIENT TO CARRY OUT THE OBJECTS, PURPOSES, AND POWERS OF THE
CITY OF NEWPORT BEACH, THE COST OF WHICH WILL BE TOO GREAT TO BE
PAID OUT OF THE ORDIAARY ANNUAL INCOME AND REVENUE THEREOF.
The Board of Trustees, as the legislative branch, of the City
of Newport Beach does, by the vote of two - thirds of all its members
hereby determine and resolve as follows:
SECTION ONE.
The publitc interest and also the public necessity demands the
construction at, in , and for the City of Newport Beach of a
municipal improvement, to wit: A steel plate girder bridge with
steel cross - beams, wooden stringers and flooring, and the necessary
and sufficient approaches, the bridge when completed to be 32 feet
in width and 40 feet in length, extending over and across an arm
of Newport Bay, located at and connecting the northerly end of
Central Avenue, a public street of the City of Newport Beach, with
the southerly end of Newport Road, a public highway of the County
of Orange.
The said bridge is necessary and convenient to carry out the
objects, purposes and powers of the City of Newport Beach, in order
to furnish and provide a safe and adequate means of public travel
to and mom said City.
The cost of the construction of said bridge is estimated to be
$21,000.CO, and which sum is and will be too great to be paid out
of the ordinary annual income and revenue of the City of Newport
Beach.
SECTION TWO.
The City of Newport Beach is a City of the State of California,
whose corporate boundaries include a harbor, being Newport Bay, a

navigable body of water.
The public interest and also the public necessity demands the
construction at, it, and for the City of Newport Beach of a
municipal improvement, to wit: a turning basin and channel
connected therewith in Newport Bay, the turning basin to be con-
structed by dredging all that portion df or area in Newport Bay
described as:
Beginning at Station No. 116; thence Westerly
along the bulkhead line a distance of 9CO feet to
bulkhead Station 117; thence north 18° East 2(0 feet
to a point; thence North 74' East 1900 feet to a
point; thence southwesterly in a strlight line to
bulkhead Station No. 116 the place of beginning.
The channel connected with the turning basin to be con-
structed by deepening the channel in Newport Bay by dredging the
same 125 feet wide along, parallel with, adjoining and immediately
northerly of the harbor line and extending westerly from bulkhead
Station No. 117 to bulkhead Station No. 121. The turning basin
and channel to be dredged to a depth of 10 feet below lower low
water of the Pacific Ocean.
The bulkhead line and bulkhead stations herein mentioned and
referred to being bulkhead line and bulkhead stations established
in and for Newport Bay and designated upon a map thereof showing
harbor lines, approved by the War Department of the United States
January 18, 19177 by Wm. N. Ingraham, Assistant Secretary of War.
The said turning basin and channel connected therewith is
necessary and convenient to carry out the objects, purposes, and
powers of the City of Newport Beach, in the improvement, conduct
and maintenance of a harbor, and is in furtherance of commerce and
navigation. .
The cost of the construction of the turning basin and channel
connected therewith is estimated to be the sum of $25,000.00
which sum is and will be too great to be paid out of the ordinary

annual income and revenue of the City of Newport Beach.
SECTION THREE.
T he public interest and also the public necessity demands
the submission to the qualified voters of the City of Newport
Beach of the proposition of incurring a bonded debt for the
purposes set forth in this Resolution, and that the bonds of the
City of Newport Beach be issued and sold and the described munici-
pal improvements constructed with the money raised thereby.
SECTION FOUR.
All proceedings herein shall be had and taken under and pur-
suant to an Act of the Legislature of the State of California,
entitled: "Ana act authoaizing the incurring of indebtedness by
cities, towns, and municipal corporations, for municipal improve-
ments, and regulating the acquisition, construction, or completion
thereof." which became a law without the governor's approval Feb-
ruary 25, 1901, and all acts that are amendatory thereof.
And also pursuant to an act of the said Legislature entitled:
"An act granting to any City of the state whose corporate limits
include or bound upon any harbor, bay, estuary, or other navigable
body of water, the power to improve the same and to establish,
acquire, construct, improve, and maintain in, upon, and along the
waters thereof, works for use in connection therewith." (Approved
April 6,1917.)
T he above and foregoing Resolution No. 152 was regularly
introduced before the Board of Trustees of the City of Newport
Beach, as the legislative branch thereof, at a regular meeting
thereof held on the 9th day of January, 1922, and passed at a
regular meeting thereof held on the 6th day of February, 1922,
