A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH ADOPTING SPECIFICATIONS X10.44
FOR THE CONSTRUCTION OF BITUMINOUS NIACADAW!
+JEARING SURFACE ON A GRAVEL SUB —BASE.
BE IT RESOLVED by the City council of the City of Newport
Beach, that the followinL. specifications to be known as Specifica-
tions No. 44 for the construction of Bituminous Macadam Wearing
Surface on a gravel Sub —Baso in the City of Newport Beach and the
same are hereby adopted.
GRADING CONSTRUCTION
1. GRgDING AREA
The grading area shall be all of the space as shown on the
plans to be graded and all of the space to be occupied by the pro-
posed improvements as shown on the plans.
2. ROUGH GRADING
Rou:h gradint- shall include all filling and removal of ex-
cess earth, stone, trees, old pavements, curbs, side;^alks, drive-
ways, culverts, and any other structures or foreign materials found
within the limits of the improvements to be made. j.ny of the above
mentioned objects'or matorials shall be removed, whether or not it
is within the limits of the improvements, when so noted on the plans.
411 trees within the limits of the improvements shall be
removed, including the removal of all roots greater than two (2)
inches in diameter to a depth of at least three (3) foot below sub -
grade•elevation.
(a) Excavation — All soft or.unsuitable material shall be
excavated and the space filled with good earth; soft spots shall be
excavated to a depth of at least two (2) feet.
All oil cake, old pavements, concrete or solii rock to be
removed shall be broken to a size not E.reater than four (4) inches
in its greatest diameter, if the Contractor elects to use the same
in embankments; otherwise, such material shall be removei from the
site of the work.
If the Contractor elects to blast or shoot any of the
materials to be excavates, he shall assume full responsibility for
such blasting .or shooting.
All slopes shall be cut true, even ani in strict accordance
with the lines ani grades furnishes by the Engineer.
All surplus excavation ehall be removes from the site of
the work.

(b) Embankment. rafter the ri,fht of way is elearei, the

Clods, lumps of earth ani all other matorial over four (4)
inches in its greatest diameter shall be broken up before being
places in tho fill with the object of obtaining a dense embankment.
All fills in excess of one (1) foot in iepth shall be
carriei up in layers not more than one (1) foot in thickness. Each
layer shall be alternately watored ani cultivates until all the
material is sufficiently ani uniformly iampenei. It shall then be
rollei with a power roller weighing not less than 400 pounds per
lineal inch of tire width. The rolling shall continue until the
layer is thoroughly ani uniformly compacted. Before the next layer
is places thereon, the surface shall be thoroughly scarified to
permit bonding with next layer. Fills, not accessible to the
roller shall be thorou €bly puiilei while being made and carried up
to a height sufficient for access with the roller. In no case
shall such pudlling be carried to a height Neater than four (4)
feet at one time. Each puidlel section or layer shall be allowed
to dry out before the next layer is placed thereon or before
rolling.
Upon completion of the embankment, preliminary to making
suberade, it shall be thoroughly watered. All fills more than
one (1) foot in depth shall be dyked and flooded with water for a
sufficient length of time to soak through its entire depth, and
where the soil is such that the water does not penetrate fast
enough, the diking and .flooding shall be augmented by forcing water
into the fills by means of suitable water jets under pressure.
After the fill has been thoroughly saturated with water,
it shall be allowed to dry for at least thirty (30)days before
placing any pavement, curbs, gutters or sidewalks thereon, in order
that full settlement shall take place.
All embankment slopes shall be smooth, even, and true to
the lines and grades as furnished by the Engineer.
Where additional rights -of -way for embankment slopes are
shown on tho plans, the embankment slope shall extend beyond the
roadway right -of -way lines according to the typical sections, as
shorn on the plans. there additional rights -of -way for embankment
slcpes do not exist, Ve Contractor shell retain the embankment on
the roadway right -of -way be means of dry rubble masonry retaining
wells constructod from broken concrete, stone, or other suitable
material, and such retaining walls will be considered as a part
of the embankment and no additional compensation will be allowed
'or the same.

(c) When the fill is made with sand, it shall be brought
up to grade and thoroughly dampened and compacted. Proper dykes or
bullheads shall be constructed whore necessary to prevent the
spreading of the material beyond the limits of the improvements and
such dykes or bullheads will be considered a part of the embankment
and no additional compensation will be allowed for same. No mate-
rial of a perishable, spongy or otherwise improper nature shall be
used in filling. If the sub -grade consists of sand, the rolling
thereof will not be required, but it shall be compacted by wetting
Sown thoroughly and smoothed to conform to the cross - sections as
shown.
3. SUBGRADE FOR GRAVEL BASE.
The subgrade hereinafter referred to moans all of the area
upon which the surfacing or pavement is to be laid.
After the rouEh grading has been completed, the subgrade
shall be plowed, scarifiod and uniformly broken up and pulverized
until no clod or lump of earth of more than one (1) inch in its
greatest diameter remains, to a depth of seven (7) inches.
After the subgrade is prepared as above described, it shall
be relief and brought to true grade and cross section. It shall
then be alternately cultivated both longitudinally and diagonally
and sprinkled until it is thoroughly ant uniformly wetted to a
depth of at least seven (7) inches. It stall then be rolled with
a three wheeled roller having not less than four hundred (400)
pounds compression per inch width of tire, until the soil is firmly
compacted and does not yield or creep under the wheels.
The rolling shall then continue until the entire area of
the subgrade shall have been completely re- rolled three (3) times.
In case the subgrade, as a whole or in part, after being prepared
as above described, is soft and springy and yields under the wheels
of the roller; the operation as described above shall be repeated
until the subgrade is satisfactory and in accordance with these
specifications.
After the final rolling, the area of the sub -base upon
which the surfacing or pavement is to be laid shall be thoroughly
sprinkled and then allowed to bake or dry for at least three 3)
days before the surfacing or pavement is laid thereon.
Continued use of sections of prepared subgrade for hauling,
so as to cut up or deform it from the true cross - section will not
be permitted. The Contractor shall protect the prepared sub -grade
from both his own and public traffic.
GRAVEL BASE.
The material for the gravel sub -base and shoulders shall
consist of disintegrated granite or cementitior.s gravel, which
shall possess such cemontitious properties that it will compact and
thoroughly cement under water and rolling so as to make a.hard,
bonded surface. It shall not contain more than fifteen (15) per
cent nor less than seven (7) per cent, by dry weight, of clay. It
shall not contain more than three (3) per cant, by dry weight, of
loam or silt,

The gravel base consisting of the gravel heroin specified
shall be spread uniformly by hand at such rate that its thickness
after compression shall be that shorn on the plans, upon the sub -
grade prepared as described herein, and shall be thoroughly wetted
and than rolled with a roller having a compression of at least
four hundred (400) pounds per inch width of tire. The rolling
shall begin on the shoulders and shall ov,.;rlap by at least on
the width of the roller; toward thu center of the road on success-
ive trips and the rolling shall ba, continued until all roller
marks are eliminated and the surface is unyielding, uniformly
smooth, free from bumps, sags or looso spots. The final rolling,
after the gravol base has boon thoroughly compacted, shall be done
in the following manner: The surface of the gravel shall be thor-
oughly sprinkled with water on3 tiun the entire area of the gravel
base shall be immediately rolled with the roller specified herein -
before until the surface of the gravel has boon evenly compacted.
t,fter the final rolling the slarfaco of the gravel base shall be
thoroughly sprinkled and then allowed to bake or dry out until it
has become completely dry before placing the ^roaring surface.
The Contractor will not be permitted to haul over the
gravel being spread upon tho sub - grade until the gravel base has
boon wet rolled and entirely complotud in accordanco with the
specifications.

Stone - materials shall consist of broken stone from
sound ledge rock or crushed boulders of such character as to meet
the following requirements:
Where the broken stone is produced from rounded or water-
worn boulders or stones having full rouni or half round surfaces,
only material that is rejected by a grizzly with five (5).inch
clear openings between the bars, shall be crushed. All materials
shall be free from clay, dust, vegotablo r.:atter, loam and other
deleterious matter. All stone shall pass a screen having throe-
quarters (3/4) inch openings and shall be retained on a screen
�. having (1/4) inch openings..
Stone shall be sound, of uniform character and quality
and when tested shall conform to the following requirements for
abrasion and toughness:

Screenings: - shall consist of material similar to that
specified and shall be that portion of the product of the crusher

(1/4) inch in diameter and rotainod on a he. 10 screen.
ASPHALTIC ROAD OIL
The oil shall be made from an asphaltic base crude oil,
which in its natural state, contains not less than sixty (60) per
cent of eighty (80) penetration asphalt for the 70 - 75 per cent
road oil;and not less.thar_ seventy -five (75) per cent of eighty
(80) penetration asphalt for the 90 - 95 per cent road oil.
The oil shall be produced wnd distilled for road oil
purposes only, and refinery residuums, which are the by- products.
from the refining of crudes for gasolines, distillates, kerosenes
and lubrication oils will not be permitted under these specifica-
tions.
During the refining process, the oil shall not have been
heated to a temperature above five hundred and fifty degrees
(5500) P. for the 90 - 9514o road oil and not above five hundred
degrees (5000) F. for the 70 - 75o road oil.

Determination of asphalt content to be made as herein-
after described.
(b) WATER AND SEDINME T: The oil shall contain not more
than one per cent 1' /o by volume, of water for the 70 - 750 road
oil; and not more than one -half of one per cent (0.5 %) by volume,
of water for the 90 - 95'/6 road oil. The oil shall contain not
more than one per cent (1'%) by volume, of sediment. The percentage
of water shallbe determined by distillation in accordance with the
method of the American Society for Testing Materials, serial
designation D 95 -21T• The • percentage of sediment shall be deter -
minod by mixing in a graduated centrifugal tube fifty (50) cubic
centimeters of the oil to be tested with fifty (50) cubic centi-
meters of a mixture of gasoline and carbon bisulphide having a
specific gravity between ,9993 and .9964. The tube and contents
shall be run in a r,,untriiugal machine ten (10) minutes at a speed
of fifteen hundred (1500) revolutions per minute, after which the
per cent of sediment settled at the bottom. of the tube shall be
computed.

(c) SOLUMLITY IN CARSON TISULPHIDS - A two (2) gram
sample, when free from water, stall be at least ninety -nino per
cent (99jo) soluble in carbon bisulphido.
(d) SOLUBILI'T'Y IV MOMINE SI =ULPHIDE - Of the bitumen
scluble in carbon risulphide, at least ninety -nine and sixty -five
hundredths per cent (29.65j) shall be soluble by either the bromine
Lisulphido Test or the Carbon Tetrachlorido Test as hereinafter
provided.
(e) WAX CONTENT - Small be not more than one (1) per cent
by weight when tested in accordance with the method given in
Lullotin No. 17, Revision of the Kansas City Testing Laboratory.
(f) DUCTILITY - Tho ductility of the asphalt in the oil,
reduced to a penetration of eighty hundredths (.80) centimeters
(which asphalt shall be obtained as hereinafter spocified) shall be
not less than five (5) centimeters when tested in,accor.dance with
the standard test of the American Society for Tosting Materials,
serial designation D 113 -23 T, with the following modifications:
Thu molded sample, mold, and the water bath shall be kept
at a tomparsturo of thirty -four degroos (340) to thirty -five degrees
(350) Fahrenheit during the test and for one (1) hour prior thereto.
(t,) ASPHALTIC DETERLINMION - Fifty (50) grams of oil
freed from water shall be pl&ced in a cylindrical glass dish having
an inside diameter of two and three- eighths inches (2 3/8) and a
height of three- quarters inch (3/4 ") and shall be kept in an oven
capable of maintaining, a temperature of four hundred degrees (4000)
F. The sample of oil shall be maintained at a temperature of from
three hundred seventy five degrees (3750) F•, to four hundred
degrees (400 ) F., until it has reached a consistency which will
result in a penetration of eight (8) millimeters as determined bj+
a He. 2 noodle weighted with one hundred (100) grams for five (5)
seconds at seventy -seven degrees (770) F. The residue shall then
be weighed and the percentage of the original weight computed.
(h) B_ROMIWE BISULPHIDE TEST - Twenty -five (25) cubic
centimeters of a solution composed of ono hundred thirty -five (135)
milligrams of bromine to one hundred (100) cubic centimeters of
carbon bisulphide shall be poured upon two (2) grams of asphaltic
cement and shaken for three (3) minutes. It shall be immediately
filterod through a Gooch crucible with manometer not,exceeding
twenty (20.) centimeters. The solution shall pass throuE,h the
crucible in it less than two (2) nor more than ten (10) minutes.
The crucible shall then be washed with carbon bisulphido, dried at
a temporaturn betoen one hundred doEreus (1000) and one hundred
five degrees .(1050) centigrade and voighed. Solution and filtra-
tion shall be in non:.ctinic '_Z.H.
(i) CARBON TETRACHLORIDE TEST - One hundred (100) cubic
centimeters of carbon jctrachloride shall be poured upon one (1)
gram of asphaltic ecmeat. Thu mixture shall be skaken, set aside
for eighteen (18) hours in the dark, and filtered in nonactinic
liE:ht through a Gooch crucible with manometer not exceeding twenty
(20) contimators. The solution shall pass through the crucible in
not less than five (5) nor more than twenty- five_(25) minutes.

(J) SOLUBILITY IN PETROLEUM ETHER - Of the bitumen
soluble in carbon bisulphide, not more than twenty -seven per cant
(277o) nor less than six per cent (6o) shall be insoluble in petro-
leuw either of between eighty degrees (800) and eighty -two degrees
(82 ) A. P. I. gravity when tested in, accordance with the method
c-iven in United States Department of Agriculturo Bulletin No. 1216,
pages 49 and 50.
(k) SOFTENING POINT - Shall be not lower than ninety
(90) degrees F., wizen tested in accordance with the method of the
American Society for testing materials, serial designation D- 56 -24•
(1) FLOAT VISCOSITY - Shall be not loss than fifty (50)
seconds for an oil containin ninety (90) per cent asphalt. For
each one -tenth (0.1) of one F1) per cent above ninety (90) per cent
of asphalt in the oil, one (1) secon.i shall be added to the fifty
(50) seconds above specified. Test to be made in accordance with
the method given in Bulletin No. 17, Revision of the Kansas City
Testing Laboratory.
(m) SPREADING TEMPERATURE - All oil shallbo sproal at a
temperature of riot less thin throe hunlrod and fif .y 3e g2oes (3500)
Fahrenheit nor mere; than four hundred degrees (400 )i Fahrenheit.
WEARING SURFACE
Tho gravel base herein-before specifiad shall be thoroughly
swept with a revolving street broom and then lightly sprinkled so
that the surface shall be moist but not wet.
There shall then be uniformly spread asphaltic road oil
containing from seventy (70) to seventy -five (75) per cent of
eighty (80) penetration asphalt, at the rate of one =half (1/2)
gallon per square yard of road surface. Upon the oiled surface shall
then be spread a lager of crushed rock which will passe, three -
5uarter (3/4) inch screen and be retained on a ono - quartor (1/4)
inch screen., graded uniformly. The crushed rock shall be spread
evenly over the oil at the rato of approximately 6.35 pounds per
square foot of road surface. The surface shall then be dragged
with the broom locked to prevent revolving, until the surface is
uniformly coated with the crushod rock, then sprinkled and thor-
oughly rolled with a self - propelled roller having not loss than
four hundred (400) pounds compression per inch width of tiro. The
dragging and rolling shall be repeated as many times as necessary
Is to secure a smooth, even surface with the maximum.possible amount
of crushed rock adhering to the oiled surface.
After the wearing; surfaco has boon rolled until it is
solid, smooth and uniform, true to grado and cross- soction, there
shall then be uniformly spread asphaltic road oil containing from
ninety (90) to ninety -five (95) per cent of eighty (80) penetration
asphalt, at the rate.of twenty -two hundredths (0.22) gallon per
square yard of road surface. Upon the oiled surface shall then be
,,proad a layer of crushed rock screenings which will pass a one -
quarter (1/4) inch screen and be retained on a No. 10 screen.

The scrconin�as shall be spread evonly over the oil at the rate of
approximately 2.90 pounds per scuare foot of road surface. The
surface shall then be d-r- E;ged, sprinkled and rolled as before until
it becomes hard and smooth, true to grade and cross - section and free
from all irregularities.
The asphaltic road oil shall be applied by means of a
pressure spraying machine, satisfactory to the 5up:rintendent of
Work. The use of "Eravity Distributors" will not be pormitted,

GENERAL REQUIREMENTS
WORK
The Contractor shall, for the price bid, furnish all the
materials to execute the work in every respect in a thorough and
workmanliko manner, in accordance with the plans and specifications,
and to the satisfaction of the Street Superintendent.
MATERIALS AND SAMPLES
All materials must be of specified quality and fully equal
to the samples, when samples are required. The Contractor shall
furnish to the Engineer for test, whenever called for and free of
charge, samples of .all materials proposed to be used in the work.
Rejected material must be immediately removed from the work by
the Contractor.

Any overseer, superintendent, laborer or other person em-
ployed by the Contractor on the work, who shall perform work in a
manner contrary to these specifications, shall be discharged im-
mediately and such person shall not again be employed on the work.
EXPOINTATION OF GROUND
Bidders must examine and judge for themselves as to the
location of the proposed work, and the nature of the excavation to
be made and the work to be done.
SETTING STAKES
The Contractor shall give 24 hours notice in writing when
he will require the services.of the Engineer for laying.out any
portion of the work.
ke shall dig all stake holes necessary to give lines and
levels. The Contractor shall preserve all stakes set for the lines,
levels or measurements of the work in their proper places until
authorized to remove them by the Engineer, and any expense incurred
in replacing said stakes which the Contractor or his subordinates
may have failed to preserve shall be borne by the Contractor.
PLATS AND SPECIFICATIONS
The Contractor shall keep upon the work a copy of the plans
and specifications, and access thereto shall at all times be accord-
ed the Engineer or Inspector.
INSPECTORS
The Contractor shall prosecute work only in the presence of
an Engineer cr Inspector, appointed by the Street Superintendent,
and any work done in the absence of said Engineer or Inspector w ill
be subject to rejection. The Contractor shall furnish the Engineer
and Inspector reasonable; facilities for obtaining such information
as may be necessary to give them full information.at all times
reEpecting the progress and manner of the work and the character
of the materials.
PRESERVATION OF MONUMEPITS.
The Contractor shall not .disturb' any monuments or stakes
ferni on, the line of improvements, until ordered.by the Engineer,
^.iid he shall bear the expense of re- setting any monuments or.stakes
+high maybe disturbed without orders.
REMUCING .OBSTRUCTIO11S
The Contractor shall remove all trees., stones, debris,
.i:c other obstructions that may be encountered in making said
:.mFro'rements.

OBSERVING.CITY ORDINANCES
The Contractor shall observe all the Ordinances of the City
of Newport Beach in relation to the obstruction of streets, keeping,
open passageways and protecting the same where they are exposed or
dangerous to travel.
BARRIERS, LIGHTS, ETC.
The Contractor shall take all necessary measures to protect
the work and prevent accidents during construction. He shall main-
tain and provide all necessary" barriers, guards, temporary bridges,
watchmen and lights.
PUBLIC UTILITIES
In case it should be necessary to move the property of any
owner of a public utility or franchise,•such owner will, upon proper
application by the Contractor, be notified by the Street Superintend-
ent, to move such property :iithin a,spec.ified reasonable time, and
the Contractor shall not interfere with said property until after
the expiration of the time specified.
The right is reserved to the owners of public utilities and
franchises to enter upon the street for the purpose of making re-
pairs or changes of their property that may be made necessary by the
work.. The City shall also have the privilege of entering upon the
street for the purpose of repairing culverts or storm drains.
LOSS OR DAMAGE
All loss or damage arising from any unforseen obstruction
or difficulties, either nc,tural or artificial, which may be en-
countered in the prosecution or the work, or from any action of the
elements, or from any act or omission not authorized by these
specifications, on the part of the Contractor,. or any agent or per-
son employed by him, shall be sustained by the Contractor.
DEFECTIVE WORE:
No work which may be defective in its construction or
deficient in any of the requirements of these specifications will be
considered as accepted in consequence of the failure of any officer
of the City, or Inspector connected with the work, to point out said
defect or.deficiency during construction, and the Contractor shall
correct any imperfont work, •ahenever discovered, before the final
acceptance of the work.
PROTECTION OF FORK AND CLEANING UP
The Contractor shall care for all e?ork until final completion
and acceptance. Ho shall remove all surplus gaterial and rubbish
from the wore niter its tumpleti.on and before he makes application
for the acceptance of the w.or:>.
FIN,i'Q INSPECTION
Thc, Cnuractur shall notify the Street Superintendent when
he .desires a V.nal -.nspe ^-;ion of the work, when the latter will,

ALLOWABLE VARIATION
When in these specifications a maximum or-minimum,
either in size, percentage or thickness, or relating to quality
or character, or other matter, is allowed or proscribed, the
crork shall be accepted as in compliance therewith if within
such maximum or minimum so allowed hereby.
