RESOLUTION NO. 1076
WHEREAS, the camp grounds in the city of Yewport Beach
are in an unsanitary condition by reason of not having proper
restroom facilities and proper and sanitary conditions for the
preparation and cooking of food; and
WHEREAS, said camp grounds is largely patronized by
the general public and more particularly during the summer
months is crowded with campers and tourists; and
WHEREAS, the unsanitary condition of said camp grounds
has been called to the attention of the City Council of the
City of Newport Beach by Dr. Sutherland, County Health officer,
and also the Health Officer of the City of Newport Beach; and
WHEREAS, said Dr. Sutherland has advised that said
unsanitary conditions in the respect mentioned, would have to
be rectified before the summer months or he would be compelled
to close said camp grounds; and
WHEREAS, in the opinion of the City Council of the
City of Newport Beach the necessity of immediately rectifying
said unsanitary condition of said camp grounds is urgent and
imperative and the City Council does not have time to advertise
for bids for the doing of the work contemplated, as provided for
by law; and
WHEREAS, it is further the opinion of the City Council
of the City of Newport Beach that the unsanitary conditions of saic
camp grounds, constitutes and is a great public danger and an
emergency exists by reason thereof.
NOJ, THEREFORE, BE IT RESOLVED by the City Council of
the City of Newport Beach that the public interest and necessity
demand the immediate expenditure of public money to safeguard
life, health and property in the City of Newport Beach.

BE IT FURTHER RESOLVED: That the City Council of the
City of Newport Beach appropriate the sum of $10,000.00 for the
purpose of the erection and construction of sanitary restrooms
land kitchens in said public camp grounds in the city of Newport
Beach.
BE IT FURTHER RESOLVED: That said Y ;10,000.00 mentioned
in the foregoing paragraph be used for the purpose of paying
for the materials and labor to be used in the performance of the
work necessary in the building, erection and construction of
said sanitary restrooms and kitchensin the public camp grounds
in the City of Newport Beach.
BE IT FURTHER RESOLVED: That the expense of the
erection and construction of said sanitary restrooms and kitchens
be paid by the City of Newport Beach, said expense to include
both that of materials and labor.
BE IT FURTHER RESOLVED: That the City Engineer of
the City of Newport Beach be, and he is hereby directed and
instructed to purchase all necessary materials for the erection
and construction of said sanitary restrooms and kitchens, and
that he further be instructed and directed to employ all necessary
labor for the performance of the work herein contemplated.
BE IT FURTHER RESOLVED: That the work of improvement
herein contemplated be.done under the direction of the City
Engineer of the city of Newport Beach.
I hereby certify that the above and foregoing Resolution
was duly and regularly passed and adopted by the City Council of
the City of Newport Beach at an adjourned regular meeting thereof
held on the day of e 1937, by the
following vote, to -wit:
