RESOLUTION NO.
RESOLUTION OF THE CITY OF NEWPORT
BEACH, CALIFORNIA, DETERMINING AND
DECLARING THAT THE PUBLIC INTEREST
AND NECESSITY DEMAND THE ACQUISITION
AND CONSTRUCTION BY SAID CITY OF CER-
TAIN MUNICIPAL IMPROVEMENTS, AND DE-
CLARING T AE ESTIMATED COSTS THEREOF,
AND MAKING FINDINGS IN RESPECT OF
SAID COSTS.
The City Council of the City of Newport
Beach, California, DOES HEREBY" RESOLVE AND DETERMINE
as follows:
SECTION 1. That the public interest and
necessity demand the acquisition and construction by
said city of a certain municipal improvement, to wit:
A group of buildings, including equipment of same, on
one parcel of land, including therein a city hall,
police station and jail, and construction of streets,
walks and other work incidental thereto, and the ac-
quisition of rights of w ayand lands necessary or con-
venient for the use of said buildings. Said municipal
improvement is necessary and convenient to carry out
the objects, purposes,and powers of said city. The es-
timated cost of said proposed improvement is the sum of
$90,000.00; it is contemplated that a portion of said
cost will be paid by the United States of America; that
• the estimated amount of moneys to be provided by the
City of Newport Beach, which is the estimated cost of
said proposed municipal improvement to the City of New-

port beach, is the sum of $66,000.00; that the estimated

City of Newport Beach; that the estimated cost to the
City of Newport Beach, to wit, the sum of $66,000.00,
is and will be too great to be paid out of the ordinary
annual income and revenue of the City of Newport Beach.
SECTION 2. That the public interest and
necessity demand the acquisition and construction by
said city of a certain municipal improvement, to wit:
Additions to the municipal water system, including
therein fire protection, mains and hydrants, water works,
aeration tanks, pumping plants and the acquisition of
buildings and lands necessary or convenient therefor.
Said municipal improvement is necessary and convenient
to carry out the objects, purposes, and powers of said
city. The estimated cost of said proposed improvement
is the sum of $141,819.00; it is contemplated that a
portion of said cost will be paid by the United States
of America; that the estimated amount of moneys to be
provided by the City of Newport Beach, which is the es-
timated cost of said proposed municipal improvement to
the City of Newport Beach, is the sum of $78,000.00;
that the estimated cost of $141,819.00 is and will be
too great to be paid out of the ordinary annual income
and revenue of the City of Newport Beach; that the es-
timated cost to the City of Newport Beach, to wit, the
sum of $78,000.00, is and will be too great to be paid

out of the ordinary annual income and revenue of the
City of Newport Beach.
SECTION 3. That the public interest and
necessity demand the acquisition and construction by
said city of a certain municipal improvement, to wit:
Additions to the municipal sewer system, including there-
in construction and reconstruction of sanitary sewers,
underground pumping stations, and including the acquisi-
tion of lands and rights of way, and other work incidental
thereto. Said municipal improvement is necessary and con-
venient to carry out the objects, purposes, and powers
of said city. The estimated cost of said proposed im-
provement is the sum of $127,273.00; it is contemplated
that a portion of said cost will be paid by the United
States of America; that the estimated amount of moneys
to be provided by the City of Newport Beach, which is the
estimated cost of said proposed municipal improvement to
the City of Newport Beach, is the sum of $70,000.00; that
the estimated cost of y$127,273.00 is and will be too great
to be paid out of the ordinary annual income and revenue
of the City of Newport Beach; that the estimated cost to
the City of Newport Beach, to wit, the stun of $70,000.00,
is and will be too great to be paid out of the ordinary
annual income and revenue of the City of Newport Beach.
SECTION 4. That the public interest and
necessity demand the acquisition and construction by
0 said city of a certain.municipal improvement, to wit:
The construction and reconstruction of a public wharf
at Newport Beach, including therein the acquisition of

lands and rights of way and other works incidental
thereto. Said municipal improvement is necessary and
convenient to carry out the objects, purposes and
powers of said city. The estimated cost of said pro-
posed improvement is the sum of $25,000.00; it is con-
templated that a portion of said cost will be paid by
the United States of America; that the estimated amount
of moneys to be provided by the City of Newport Beach,
which is the estimated cost of said proposed municipal
improvement to the City of Newport Beach, is the sum of
17,000.00; that the estimated cost of $25,000.00 is
and will be too great to be paid out of the ordinary
annual income and revenue of the City of Newport Beach;
that the estimated cost to the City of Newport Beach,
to wit, the sum of $17,000.00, is and will be too great
to be paid out of the ordinary annual income and revenue
of the City of Newport Beach.
SECTION 5. That the public interest and
necessity demand the acquisition and construction by
said city of a certain municipal improvement, to wit:
The acquisition of lands to be used for public park
purposes and automobile parking areas, the improving and
beautifying of same, including the erection and construc-
tion of rest rooms and other public buildings, to be used
for public purposes. The lands so to be acquired are lo-
cated on the Ocean Front between Adams and "B" Streets,
in Balboa, City of Newport Beach. Said municipal improve-
ment is necessary and convenient to carry out the objects,
purposes, and powers of said city. The estimated cost

of said proposed improvement is the sum of $55,000.00;
• it is contemplated that a portion of said cost will be
paid by the United States of America; that the estimated
amount of moneys to be provided by the City of Newport
Beach, which is the estimated cost of said proposed
municipal improvement to the City of Newport Beach,
is the sum of $34,000.00; that the estimated cost of
$55,000.00 is and will be too great to be paid out of
the ordinary annual income and revenue of the City of
Newport Beach; that the estimated cost to the City of
Newport Beach, to wit, the sun of 34,000.00, is and
will be too great to be paid out of the ordinary annual
income and revenue of the City of Newport Beach.
SECTION 6. That the public interest and
necessity demand the acquisition and construction by
said city of a certain municipal improvement, to wit:
The acquisition of a public street along the Ocean Front
between Adams and "B" Streets, and the paving, curbing
and protection thereof from the waters of the Pacific
Ocean, including therein the acquisition of lands and
rights of way, and other work incidental thereto. Said
municipal improvement is necessary and convenient to
carry out the objects, purposes, and powers of said
city. The estimated cost of said proposed improvement
is the sum of $60,000.00; it is contemplated that a
portion of said cost will be paid by the United States
of America; that the estimated amount of moneys to be
provided by the City of Newport Beach, which is the es-

timated cost of said proposed municipal improvement to
the City of Newport Beach, is the sun of 39,000.00;
that the estimated cost of $60,000.00 is and will be
too great to be paid out of the ordinary annual income
and revenue of the City of Newport Beach; that the es-
timated cost to the City of Newport Beach, to wit, the
sum of $"39,000.00, is and will be too great to be paid
out of the ordinary annual incone and revenue of the
City of Newport Beach.
SECTION 7. That the public interest and
necessity demand the acquisition and construction by
said city of a certain municipal improvement, to wit:
The construction of a building for public uses in
Corona Del Mar, such building to be used for recrea-
tional purposes and public meetings, and playgrounds,
showers, lockers and equipment, including the acquisition
of land and rights of way and other worksincidental there-
to. Said municipal improvement is necessary and conveni-
ent to carry out the objects, purposes, and powers of
said city. The estimated cost of said proposed improve-
ment is the sum of 34,000.00; it is contemplated that a
portion of said cost will be paid by the United States of
America; that the estimated amount of moneys to be pro -

vided by the City of Newport Beach, which is the estimated
cost of said proposed municipal improvement to the City
of Newport Beach, is the sum of x"$21,000.00; that the es-
timated cost of 034,000.00 is and will be too great to
be paid out of the ordinary annual income and revenue of
the City of Newport Beach; that the estimated cost to the
City of Newport Beach, to wit, the sum of $21,000.00, is

and will be too great to be paid out of the ordinary
annual income and revenue of the City of Newport
• Beach.
SECTIONS. That the public interest and
necessity demand the acquisition and construction by
said city of certain municipal improvements as con-
stituting a city plan, said improvements being generally
described as follows, to wit: A group of buildings.. in-
cluding equipment of same, on one parcel of land, in-
cluding therein a city hall, police station and jail,
and construction of streets, walks and other work in-
cidental thereto, and the acquisition of rights of
way and lands necessary or convenient for the use of
said buildings; additions to the municipal water system,
including therein fire protection, mains and hydrants,
water works, aeration tanks, pumping plants and the ac-
quisition of buildings and lands necessary or convenient
therefor; additions to the municipal sewer system, in-
cluding therein construction and reconstruction of sanitary
sewers, underground pumping stations, and including the

acquisition of lands and rights of way, and other work
incidental thereto; the construction and reconstruction
of a public wharf at Newport Beach, including therein
the acquisition of lands and rights of way and other works
incidental thereto; the acquisition of lands to be used
for public park purposes and automobile parking areas,
• the improving and beautifying of same, including the
erection and construction of rest rooms and other public
buildings,.to be used for public purposes. The lands
so to be acquired are located on the Ocean Front between

Adams and "B" Streets in Balboa, City of Newport Beach;
• the acquisition of a public street along the Ocean Front
between Adams and "B" Streets, and the paving, curbing
and protection thereof from the waters of the Pacific
Ocean, including therein the acquisition of lands and
rights of way, and other work incidental thereto; the
construction of a building for public uses in Corona Del
Mar, such building to be used for recreational purposes
and public meetings, and playgrounds, showers, lockers
and equipment, including the acquisition of land and
rights of way and other worksincidental thereto. Said
municipal improvements are necessary and convenient to
carry out the objects, purposes and powers of said city.
The estimated cost of said proposed improvements is the
sum of $533,092.00; it is contemplated that a portion
of said cost will be paid by the United States of America;
that the estimated amount of moneys to be provided by the
City of Newport Beach, which is the estimated cost of said
proposed municipal improvements to the City of Newport
Beach, is the sum of $325,000.00; that the estimated cost
of ;533,092 is and will be too great to be paid out of the
ordinary annual income and revenue of the City of Newport
Beach; that the estimated cost to the City of Newport
Beach, to wit, the sum of '325,000.00., is and will be too
great to be paid out of the ordinary annual income and
revenue of the City of Newport Beach.
