HomeMy WebLinkAbout3307 - Administrative Officera- RESOLUTION NO. 1 • 2 WHEREAS, it appears that the administrative affairs of 3 the municipal government for which the City Council is responsible 4 might be handled.more expeditiously with better results through 5 an officer acting on its behalf whose duty it would be to attend 6 to such administrative affairs between meetings of the City Coun- 7 cil, correlate and coordinate various municipal activities, com- b pile data, prepare reports relating to the affairs of the City 9 government for the information and guidance of the City Council, 10 develop and organize programs and generally to act as agent for 11 the City Council, in the discharge of administrative duties: 12 13 NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF NEWPORT 14 BEACH DOES RESOLVE AS FOLLOWS: 15 SECTION 1. That there be and there is hereby created 16 in the unclassified service of the City of Newport Beach, the 17 position of Administrative Officer who shall serve directly under 18 the supervision and control of the City Council in a purely ad- i9 ministrative capacity and whose powers and duties shall be as 20 follows: 21 (a) To execute on behalf of the City Council its ad- 22 ministrative supervision and control of such affairs of the city, 23 as may be placed in his charge. 24 (b) To attend meetings of the City Council with the 25 duty of reporting on, or discussing any matter concerning the 26 affairs of the departments, services, or activities under his 27 supervision, upon which in his judgment the City Council should • 28 be informed. Ask 29 (c) To assist the City Council in coordinating the ad- 30 ministrative functions and operations of the various departments, 31 divisions and services of the City government and on its behalf 32 to carry out the policies, rules and regulations and ordinances adopted by it, relating to the administration, of the affairs of r. I such departments, divisions or services. • 2 (d) To cause to be prepared and submitted to him by 3 each department, division or service of the city government, 4 itemized annual estimates of expenditures required by any of 5 them for capital outlay, salaries, wages and miscellaneous oper- 6 ating costs; to tabulate the same into a preliminary consolidated 7 municipal budget and submit the same to the City Council before 8 the 15th of June of each year with his recommendations as to any 9 increases, decreases, cancallations, transfers or changes in any 10 of the items included in said preliminary budget, as in his 11 judgement should be made before adoption of the final budget. 12 (e) As agent for the City Council to supervise the 13 expenditure of all departments, divisions or services of the 14 city government and to act as purchasing agent for the purchase 15 of all supplies, goods, wares, merchandize, equipment and material 16 which may be required for any of such departments, divisions or 17 services. 1s (f) To analyze the functions, duties and activities of 19 the various departments, divisions and services of the city 20 government and of all employees thereof and to make such recommed- 21 ations to the City Council with reference thereto as in his 22 judgement will result, if made effective in the highest degree 23 of efficiency in the over -all operation of the city government. 24 (g) To develop and organize public improvement projects 26 and programs, and to aid and assist the City Council and the various 26 departments 1n carrying the same through to successful conclusions. 27 • (h) To serve as public relations officer of the City 28 government and to follow through and endeavor to adjust all com- _Alk 29 plaints filed against any employee, department, division or ser- 30 vices thereof, to the end that every effort be made to satisfy 31 complaining citizens that their City government is being opera - 32 ted in their behalf with the highest degree of efficiency at the 2. 0 • A 1 2 3 4 5 —6 7 8 9 10 11 12 13 14 16 16 17. 18 19 20 21 22 23 24 26 26 27 28 29 30 31 32 lowest possible cost. (1) To cooperate with all community organizations whose aim and purpose it is to advance the spiritual and mater- ial interests of the city and its people and to provide them with all assistance through the city government. (j) To make and keep up to date, an inventory of all personal property owned by the city and to recommend to the City Council the purchase of new machinery, equipment and supplies whenever in his judgment the same can be obtained at the best advantage, taking into consideration trade -in value of machin- ery, equipment, etc., in use. (k) To recommend to the City Council the transfer of the city owned equipment, machinery, furnishings, supplies, materials and furniture from one department to another or the disposal of the same for the benefit of the c ity whenever in his judgment the transfer or disposal therefore would be advantageous to the city government. (1) To make studies and surveys of the duties, re- sponsibilities and work of the personnel in the various depart- ments, divisions and services of the city government and to re- commend to the City Council abolition, or consolidation of positions, or transfers or removal of personnel, whenever in his judgment such action would increase efficiency in the administra- tion of the city government. (m) To receive and open all mail addressed to the City Council and give immediate attention thereto to the end that all administrative business referred to in said communications and not necessarily requiring Councilmanic action, may be disposed of between Council meetings; providing that all actdons taken pursuant to such communications shall be reported to the City Council at its next regular meeting thereafter. SECTION 2. The Administrative Officer shall act as 3. d s^. I • 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19' 20 21 22 23 24 25 26 27 28 _ 29 -30 agent for the City Council in the discharge of its administrative functions but shall not attempt to commit or bind it or any mem- ber thereof to any actions, plan or program requiring official Councilmanic action, nor is it intended by this resolution to grant authority to, or impose any duty upon said Administrative Officer which is vested in or imposed by general law or valid city ordinances in any other City Commission, Board, Department, Division, Service, Officer or Employee. SECTION 3. In the discharge of his duties as Adminis- trative Officer the person holding such position shall endeavor at all times to exeralse the highest degree of tact, patience and courtesy in his contacts with the public and with all City Commissions, Boards, Departments, and Employees and shall use his best efforts to establish and maintain a harmonious relation- ship between all personnel employed in the government of the City of Newport Beach to the end that highest possible standards of public service be continuously maintained.
