wgnxiS, the State of California, under Chapter 20. Statutes of 1946.
(First Extra Session), as amended, hue Arpropriated funds for allotment to
provide for financial assistance to Local Agencies, defined therein as cos
cities and counties, ar cities, so that they may engage in a large public
works construction program in ordsr to prevent and alleviate unemployment; and
WMUM S, the City of Newport Beach, hereinafter designated *Local
Ageneys desires to apply for an allotment of State aid for the construction
of a public works project under said Act; and
WATBEAS. Focal Agency proposes to construct said project for the
iaorovement of its publicly awned water -vorke system. as hereinafter more
particularly described; and
WHEREAS, an application to the State Director of Finance for such an
allotment has been prepared and presented to this Legislative Body for
consideration; aaad
WHEREAS, Local AMMy bee made provisions for paying that portion of
the cost of the project not requested as an allotment from the State;
MW TELMORM ME If R 001YEH, that Local Agency submit the aforesaid
application for State aid to the Direcler of Finance for construction of a
public works project, to -wit, °Improvements to Water Systems and requesting
an allotment of Thirty- -nine 4bansand, five Hundred Fifty -one and 80 1100
Dollars ($39,551.80) by the State Allocation Board or an allotment of such
amount as may be allotted by the State Allocation Board;
319 I! FOa MM RESOLTSD, that Local Agency hereby certifies that the
total estimate of cost to be paid for the construction of said Improvements
to Water System, for which said applieation is made under said Act, is the
son of One - Hundred Eighteen Thousand, Two Hundred Eighty and 00/100 Dollars
and
EN IT FUHTM RESOLVED, that that portion of the cost of construction
of said project to be paid for by local Agency sball be provided for from
water Sands of the City; and
ME IT YOUTM RESOLVED, that for the purpose of this request J. B.
Webb, City Engineer, City Hail, Newport Beath, California, be, and he hereby

In, designated, as the authorised agent of Local Agency, and is hereby
authorised and directed on behalf of local Agency to sign said application of
local Agency for said allotment and to submit the sum to the State Director
of Finance together with a certified statement of the total estimated cost
to be paid for construction of said project, a eestifIs& copy of Resolution
of local Agency. slaving what provision Local Agency has pads or will malts
for paying its share of the cost of construction of said project, together with
each other ihfermatioa as maybe setaired by the State Allocation Board; and
said antiwriaed agent is further authorised and directed an representative of
Local Agency to conduct all negotiations and conclude all arrangements, with
both the State Allocation Board or the Director of Finance, including re-
quests for pagmoat of the State's sbars of the cost of the construction of
said project.
The above and foregoing Resolution No. 3654 was passed at a regular
meeting of the City Council of the City of Newport Beach held on the 10th day
of Janvary, 1949 by the follovimg vote, to -Bait:
