WHEREAS, it appears that the financial and accounting activities

of the municipal government for which the City Manager is responsible to

the City Council (Para. (G) of Section 2305 of the Municipal Code) might
4
be handled more expeditiously with better results by an Officer appointed
5
by the City Manager whose duties would be to administer under the super-
b
vision of the City Manager, the collection and disbursement of all Hinds
7
due the City and the general accounting for same
8
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH

DOES RESOLVE AS FOLLOWSc

SECTION 1. That there be and there is hereby created, the
11
position of Finance Officer who shall serve directly under the supervision,
12
and control of the City Manager and whose powers and duties shall be as
13
follows$
14
(a) Have charge of the administration of the financial affairs
15
of the City under the direction of the City Manager.
16
(b) Prepare expenditure data and budget forms for distribution
17
by the City Mamagor and prepare preliminary revenue estimates in connection
18
19
with the annual budget.
(c) Supervise and be responsible for the disbursement of all
20
21
moneys and have control over all expenditures to insure that budget appro-
22
priations are not exceeded] audit all purchase orders before issuance,
23
when necessary] audit and approve before payment, all bills, invoices,
24
payrolls, demands or charges against the City government and with thb
25
advice of the City Attorney, when necessary determine the regularity,

26
legality and correctness of such claims, demands or charges.

(d) Maintain a general accounting system for the City government
28
and each of its offices, departments and agencies] which will include an

- -- aecounts receivable ledger covering all money due the City from leases,

franchises, rentals, County and State subventions. claims for reimburse -

went and miscellaneous revenue.

(e) Keep separate accounts for the items of appropriation eon-

tained in the City budget, each of which accounts shall show the amount of
the appropriation, the amounts paid therefrom, the unpaid obligations agains
it and the unencumbered balance; require reports of the receipts and dis-
bursements from each receiving and expending agency of the City government
to be made daily or at such intervals as he may deem expedient. '
(f) Submit to the City Council through the City Manager, .a
monthly statement of all receipts and disbursements in sufficient detail
to show the exact financial condition of the City; and as of the end of
each fiscal year, submit a complete financial statement and report.
(g) Collect all taxis, assessments, license fees and other
revenues of the City for which he is directly responsible, or for whose
collections the City is responsible, and collect and account for all money
receivable by the City from the County, State or Federal Government, or
from any court, or from any office, department or agency of the City.
(h) Supervise the keeping of current inventory records of all
property of the City departments, offices and agencies.
(i) Perform such other duties as the City Manager may, from
time to time, assign
SECTION 2. In the discharge of his duties as Finance Officer,
the person holding such position shall endeavor at all times to exercise
the highest degree of tact, patience and courtesy in his contacts with
the public and with all City Commissions, Boards, Departments and Employees.
I hereby certify that the above and foregoing Resolution was duly
and regularly passed and adopted by the City Council of the City of Newport
Beach at an adjourned regular meeting thereof held on the 10th day of
