A RESOLUTION OF THE CITY OF IIIEWPORT BEACH
•
CALLING FOR A SPECIAL ELECTION TO BE HELD

ON THE TH DAY OF FEBRUARY, 1956, PERTAIN -
INTG TO-M ANNEXATION OF HARBOR HIGHLANDS

ANNEX To THE CITY OF NEWPORT BEACH.

WHEREAS, by Resolution No. 4406 of the City Council
g
of the City of Newport Beach declared its intention to call a
9
special election to be held on the day of February, 1956
10
in certain inhabited territory contiguous to said city proposed
11
to be annexed to said city, for the purpose of submitting to
12
the qualified electors residing in said territory the question
13
whether or not said territory shall be annexed to said city; and
14
WHEREAS, a copy of said resolution was published as
18
required by law; and
18
WHEREAS, at a time not later than the hour set by said
17.
resolution for hearing objections to the proposed election no
18
Witten or oral protests were made by the owners of one -half of
19
the value of the territory proposed.to be annexed as prescribed
20
in the Annexation Act of 1913; and
21
WHEREAS, all proceedings have been had in accordance
22
with said resolution and the Annexation Act of 1913, reference
23
thereto being made for further particulars;
24
NOW, THEREFORE, BE IT RESOLSVED as follows:

SECTION.J . A special election is hereby called to be
26
held on the �LAdrday of February, 1956, in the territory herein -

after described and proposed to be annexed to the City of Newport

Beach, for the purpose of submitting to the qualified electors

residing in said territory the question whether or not such
30
territory shall be annexed to, incorporated ins and made a part
31
of said City of Newport Beach, and whether or not the property
32
in said territory shall, after such annexation, be subject to

taxation, equally with the property within the City of Newport

Beach, to pay the entire bonded indebtedness of the City of

Newport Beach outstanding or authorized at the date of the first

I publication of the Notice of Election for annexation; for the

acquisition, construction or completion of municipal improvements.

Said territory is described as follows:

Beginnin at an angle point in the boundary line of the
City Newport Beach, being in the

bearing north 250 21' 05 west and distant 49.63 feet

from the most easterly corner of Lot 18 as shown on a
map of Tract No. 1218 recorded in Miscellaneous Maps,

Book 37, Pages 47, 48 and 49, Records of said Orange
County; thence generally northerly along said City
12
boundary line to an angle point in said City boundary
line, said angle point being in the southwesterly line
13
of Block 52 of Irvine's Subdivision, as recorded in
Miscellaneous Record Naps, Book 1, on Page 88 of Records
of said Orange County, and being distant 1290.00 feet

southeasterly of the southeasterly line of Irvine Avenue
15
as shown upon a map of Newport Heights and recorded
in Miscellaneous Map Book 4, Page 63, Records of said
Orange County, thence northwesterly along the south-
16
westerly line of said Block 52 and along said City
boundary line to an intersection with the southeasterly
17
line of said Irvine Avenue; thence southwesterly along
the southeasterly line of said Irvine Avenue to an
18
intersection with the southeasterly prolongation of the
northeasterly line of 20th Street as shown upon said
19
map of Newport Heights, said point also being an angle
point in the boundary line of the City of Costa Mesa;

thence continuing southwesterly along said southeasterly
line of Irvine Avenue to an intersection with the
21
southwesterly line of 16th Street as shown upon a map
of Tract No. 1125, recorded in Miscellaneous Maps,
22
Book 39, Page 7, Records of said Orange County, said
point of intersection being an angle point in the
23
boundary line of said City of Newport Beach; thence
southeasterly along the southwesterly line of said
24
16th Street and along the boundary line of said City
of Newport Beach to the point of beginning.

Said territory is designated and identified for said election
27
purposes and for use upon the ballots at said election as "Harbor
28
Highlands Annex ".

SECTION 2. TIME OF OPENING AND CLOSING OR POLLS. The
30
polls at said election shall be opened at 7 o'clock a.m. of the
31
day herein fixed for the holdinZ of said election and shall be
32
kept open until 7 o'clock p.m. of the same day, When the polls
shall be closed.

SECTION 3. BALLOTS. upon the ballots to be used at
said election there shall be printed the words:
SHALL HARBOR HIGHLANDS ANNEX BE AN14BXED TO,
INCORPORATED IN AYD MADE A PART OF THE CITY OF
NEWPORT BEACH AND THE PROPERTY IN SUCH TERRITORY
BE, AFTER SUCH ANNEXATION, SUBJECT TO TAXATION
EQUALLY WITH THE PROPERTY WITHIN THE CITY OF NEW-
PORT BEACH, TO PAY TIM ENTIRE BONDED INDEBTEDNESS
OF THE CITY OF NEWPORT BEACH OUTSTANDING OR
AUTHORIZED AT THE DATE OF THE FIRST PUBLICATION OF
THE NOTICE OF ELECTION FOR ANNEXATION; FOR THE
ACQUISITION, CONSTRUCTION OR COMPLETIONt OF MUNI-
CIPAL IMPROV0WiTS?
Oppotsite these words there shall be printed the words
"Yes" and "No ", and to the right of each of these last two words
there shall be a voting square. If an elector shall stamp a
cross ( +) in the voting square after the printed word "Yes"
the vote of such elector shall be counted in favor of the
annexation of said territory to the City of Newport Beach; and
If an elector shall stamp a cross ( +) in the voting square
after the printed word "no" the vote of such elector shall be
counted against such annexation.
In all particulars not herein recited, said election
shall be held in conformity, as near as may be, with the laws
of the State of California concerning general elections and with
said Annexation Act of 1913.
SECTION 4. (a) For the purpose of said election
there hereby is established in the territory described herein
one (1) voting precinct, which shall include all of said territory,)
to be designated Precinct "A ", consisting of State and County
Precinct Bayview 2. The following is the polling place of said
election precinct and the following named persons are hereby named
officers of election and shall constitute the board of election
for such election precinct;

6 election, said inspector shall receive $10.00 and said judges

10 SECTION 5. The City Clerk shall publish a notice of
11 said special election as required by said Annexation Act of 1913,
12 at least once a week for the four (4) weeks prior to the date
13 of the election on the - day of February, 1956, in the Costa
14 Mesa- Globe- Herald, a newspaper of general circulation printed and
15 published outside of the City of Newport Beach, but in the County

I, MARGERY SCHROUDER, City Clerk of the City of
Newport Beach, California, do hereby certify that accord-
ing to the records of the City of Newport Beach filed and
maintained in my office, the foregoing Resolution No.
4411 was duly and regularly adopted, passed, and
approved by the City Council of the City of Newport
Beach, California, at a regular meeting of said City
Council held at the regular meeting place thereof, on
