RESOLUTION NO. J�L-0
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH ESTABLISHING RULES FOR THE CONDUCT
OF CITY COUNCIL MEETINGS
WHEREAS, Section 410 of the Charter provides that the
City Council may establish rules for the conduct of its proceedings;
and
WHEREAS, it is appropriate and convenient to set out in
resolution form procedural rules for City Council action relating
to voting, motions, resolutions and ordinances;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Newport Beach:
SECTION 1. A motion by any member of the City Council
including the Mayor need not receive a second in order to be con-
sidered by the City Council.
SECTION'2. Any member of the City-Council including the
Mayor may introduce an ordinance. Except for an ordinance enacted
as an emergency measure, only the title need be read.at the time
an ordinance is introduced. The City Clerk shall assign a number
to each ordinance at the time it is introduced.
SECTION 3. At the time of adoption of an ordinance or
resolution it shall be read in full, unless after the reading of
the title thereof, the further reading thereof is waived by unani-
mous consent of the Councilmen present. After the title of an
ordinance or resolution is read at the time it is being considered
for adoption, it shall be deemed that the further reading thereof
is waived by the unanimous consent of the Councilmen present
unless a Councilman requests further reading thereof, in which
case such ordinance or resolution shall be read in full or as re-
quested.
SECTION 4. Any vote of the City Council, including a
roll call vote, may be registered by the members by answering "Yesif
for an affirmative vote or "No" for a negative vote upon his name
being called by the City Clerk or by pressing a switch to cause a

green light to show for an affirmative vote or a red light to show
for a negative vote upon the vote being called for by the Mayor.
The result of any vote registered by means of a lighting system
shall be audibly announced by the City Clerk and recorded in the
minutes as the vote of the City Council.
