RESOLUTION NO, 5768
said plan would not cause damage to beaches or beach front property
within the City of Newport Beach; and
.WHEREAS, further study of said Plan A has convinced-the
City Council that said plan will result in damage to beaches and
beach front property in the vicinity of the offshore breakwater
proposed under said plan; and
WHEREAS, the City Council has recently learned that the
United States Corps of Engineers will consider a modification of
Plan A which would change the location of the proposed offshore
breakwater to a position upcoast of the Santa Ana River, and would
add a beach fill area southeasterly of the river which would nourish
the beaches southeasterly, although detailed plans and specifications
are not yet available to the City Council; and
WHEREAS, the City Council, on the basis of the information
available to it at this time, believes that this aforementioned
modification would be less damaging to beaches and beach front prop-
erty in the City of Newport Beach than would Plan A;
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH:ENDORSING BEACH EROSION CONTROL
WHEREAS, the City Council of the City of Newport Beach is
deeply concerned over the damaging effects of erosion on the
beaches of Orange County; and
WHEREAS, the City Council is convinced that, in attempt -
ing to solve this problem, the beach area between Surfside and the
West Jetty of the entrance to Newport Harbor must be considered as
a single, indivisible unit for purposes of existing and proposed
erosion control programs; and
WHEREAS, the City Council has heretofore expressed its
approval in principle of the Beach Erosion Control Report on
Cooperative Study of Orange County, California, Appendix V, Phase
2, dated March 1,. 1962, which included a recommendation for beach
erosion control known as Plan A, so long as the implementation of
said plan would not cause damage to beaches or beach front property
within the City of Newport Beach; and
.WHEREAS, further study of said Plan A has convinced-the
City Council that said plan will result in damage to beaches and
beach front property in the vicinity of the offshore breakwater
proposed under said plan; and
WHEREAS, the City Council has recently learned that the

NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Newport Beach that the City Council endorses the afore-
mentioned modification in principle, subject to the following
reservations and conditions:
la That the contracting agencies agree to assume joint
responsibility for the cost.of correcting any adverse effects to
the shoreline or beach area northwesterly of the West Jetty of the
Newport Harbor entrance which results from the execution of said
plan,
20 That the beach erosion control study to determine
sources of replacement sand and sand migration go forward immedi-
ately and that no construction be commenced on the offshore break-
water until the results of this study have been analyzed and made
available to the City of Newport Beach.
3< That the proposed formula allocating local costs on
the basis of front footage ownership of beach property be modified
in such a manner as to provide for a more equitable assessment on
the basis of benefit to the public generally for beach use,
4e That persistent and continued efforts be made to
give immediate relief to the Surfside- Sunset Beach area.
