RESOLUTION NO. 6099
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH REAFFIRMING ITS OPPOSITION TO THE
PACIFIC COAST FREEWAY ROUTE ADOPTED BY THE
CALIFORNIA HIGHWAY COMMISSION AND RESOLVING THAT
THE CITY WILL REFUSE TO ENTER INTO A FREEWAY
AGREEMENT WITH THE STATE OF CALIFORNIA
�_.• WHEREAS, on May 22, 1963, the California Highway Commis -
/• sion adopted a route for that segment of the proposed Pacific
Coast Freeway (Route 1) extending from Beach Boulevard (Route 39)
to a point 2.2 miles south of MacArthur Boulevard in the location
generally referred to as the Green Line Route which closely paral-
lels the existing Pacific Coast Highway; and
WHEREAS, on December 16, 1964, the Highway Commission
denied the request of the City of Newport Beach that the Commission
reopen the question of route adoption; and
WHEREAS, according to the policy established by the
Highway Commission, the Commission purports to base its decisions
as to the adoption of freeway routes on the following criteria:
(1) The degree to which the proposed route will
fulfill both existing and future traffic demands of the
affected area;
(2) The initial cost of the project, which includes
costs of construction and rights of way;
(3) The benefits to be derived by the community
through or around which it passes; and
WHEREAS, the construction of a freeway in the City of
Newport Beach along the adopted route would cause irreparable harm
to the City and its residents for the following reasons;
(1) The freeway could create an unsightly concrete
barrier separating the beach and waterfront areas from the
rest of the City;
• (2) The freeway would be incompatible with the exist-
ing street system and traffic pattern of the City;
(3) The freeway would adversely affect the Hoag Memo-
rial Hospital and the planned expansion of this vital

community facility; and
WHEREAS, the report prepared by the State Highway Engi-
neer dated December 14, 1964, which was considered by the Highway
Commission shows the estimated costs of the adopted coastal route
• to be 9.3 million dollars more than the inland route; and
WHEREAS, said report also stated that the inland route
was superior from the standpoint of traffic service; and
WHEREAS, the City retained the firm of De Leuw, Cather
& Company, nationally known traffic engineers, to prepare a
freeway location study, and their report which was submitted to
the Highway Commission revealed the following facts:
(1) The inland route would be 0.98 miles shorter than
the adopted coastal route;
(2) The adopted coastal route will cost the taxpayers
17.5 million dollars more than the inland route;
(3) The inland route would result in an annual user
saving for through traffic of at least 1.35 million dollars
over the adopted coastal route;
(4) The inland route would provide better traffic
service through the area and greater traffic flexibility;
and
WHEREAS, the City Council believes that, in view of the
evidence presented to the Highway Commission, the Commission com-
mitted a gross abuse of: discretion in adopting the coastal route
and in refusing to reconsider such adoption;
NOW, THEREFORE, BE IT RESOLVED that the City Council
intends to continue to oppose the coastal route adopted by the
Highway Commission.
• BE IT FURTHER RESOLVED that`the City of Newport Beach
will make a concerted effort to have this ill- considered decision
reversed.

BE IT FURTHER RESOLVED that the City Council of the City
of Newport Beach will refuse to enter into any freeway agreement
with the State for the closure of any City streets in order to
accommodate a freeway along the adopted coastal route.
