7 qualified electors of said city certain city measures wl-ich are
8 set out in Ex::.,i ?.sit "A" attached hereto;
9 NC7, ZMZI F03E, the City Council of the City of Newport
10 Beach, California, does hereby resolve, determine and order as
11 :follows:
12 section 1. I' at this City Council, being the legislative
13 body of the 'City of Necs2ort Beach, hereby authorizes Mayor Paul J.
14 Gruber Vice -Mayor Donald E. Elder Councilmen Cook, Marshall, Parsons,
15 Forpit and Shelton
16 members of said body, to file ,.mitten arguments for the city
17 measures set out in Exhibit "A" attached hereto in accorda.-ace
18 with Article fir, Chapter 3, Division 4 of the Elections Code of
19 the State of California and to change said arguments until and
20 including the date fined by the City Clerk after which no arguments
21 for or against said city measures may be submitted to her.

CITY MEASURES TO BE SUBMITTED TO THE QUALIFIED
ELECTORS OF THE CITY OF NEWPORT BEACH AT THE
REGULAR GENERAL MUNICIPAL ELECTION TO BE HELD
ON APRIL 12, 1966
• PROPOSED CHARTER AMENDMENT NUMBER ONE: Shall Section 402
of the Charter be amended to increase the reimbursement to
members of the City Council for out -of- pocket expenditures
and costs from One Hundred to Two Hundred Dollars per month?
PROPOSED CHARTER AMENDMENT NUMBER TWO: Shall Section 404 of
the Charter be amended to increase the maximum amount from
Fifty to One Hundred Dollars per month which the Council may
authorize by resolution as an additional expense allowance
to the Mayor?
PROPOSED CHARTER AMENDMENT NUMBER THREE: Shall Section 602
of the Charter be amended to provide that the City Attorney
shall prosecute misdemeanor offenses arising under State
law if authorized and directed to do so by ordinance or
resolution adopted by the City Council?
PROPOSED CHARTER AMENDMENT NUMBER FOUR: Shall Section 610
of the Charter be amended to make the existing Charter restric-
tions against nepotism apply to appointments to positions
within the Civil Service System as well as to non -Civil
Service positions?
PROPOSED CHARTER AMENDMENT NUMBER FIVE: Shall Section 706 of
the Charter be amended to reduce the number of Planning Commis-
sioners £ron nine to seven and to require the Planning Director
to attend the meetings of the Planning Commission in an advisory
capacity?
PROPOSED CHARTER AMENDMENT NUMBER SIX: Shall Section 709 of
the Charter be amended to change the title of the Recreation
Director to Parks, Beaches and Recreation Director?
PROPOSED CHARTER AMENDMENT NUMBER SEVEN: Shall Section 1005
of the Charter be amended to provide that the names and respec-
tive boundaries of the seven councilmanic districts shall be as
established by ordinance; shall Sections 1006 through 1012 of
the Charter, which contain obsolete descriptions of the seven
councilmanic districts, be deleted from the Charter; and shall
Section 1013 of the Charter be renumbered to Section 1006?

PROPOSED CHARTER AMENDMENT NUMBER NINE: Shall Section 1110
of the Charter,which concerns contracts for public works pro-
jects, be amended to provide that the public bid requirements
shall apply to projects involving a total expenditure exceeding
Five Thousand Dollars, or such lesser amount as may be estab-
lished by ordinance, instead of the existing provision that
public bid requirements shall apply to any project involving
a total expenditure in excess of Three Thousand Dollars?
PROPOSED CHARTER AMENDMENT NUMBER TEN: Shall Section 1110
of the Charter, which concerns contracts for public works
projects, be amended to provide that the minimum time required
to elapse between the first publication of notice inviting bids
in the official newspaper and the time for opening bids be
decreased from twenty to ten days?
PROPOSED CHARTER AMENDMENT NUMBER ELEVEN> Shall Section 1113
of the Charter be amended to change the title of the Section
from "Capital Outlays Fund" to "Capital Improvement Fund" and
to change the term 'capital outlay' or "outlays" to "capital
improvement" or "improvements" throughout the Section?
PROPOSED CHARTER AMENDMENT NUMBER TWELVE: Shall Section 1114
of the Charter be amended to provide that all claims for dam -
ages against the City shall be filed in accordance with the
requirements prescribed by ordinance except as otherwise pro-
vided by the provisions of State law applicable to chartered
cities and to delete the specific requirements for filing such
claims presently included in the Charter which have become
obsolete because of changes in -State laws; shall Section 1116
of the Charter relating to lawsuits against the City which is
in conflict with State law be repealed; and •shall. Section 1117
of the Charter be renumbered to Section 1116?
PROPOSED CHARTER AMENDMENT NUMBER THIRTEEN: Shall the Charter
be amended to add Section 1402 (d) to authorize the City
Council to sell and convey that parcel of City -owned real
property on the south side of Balboa Boulevard between E and F
Streets described as follows;
That portion of Section Thirty -five (35), in Township Six (6)
South, Range Ten (10) West, San Bernardino Base & Meridian
together with that portion of Fractional Section Two (2), in
Township Seven (7) South, Range Ten (10) West, San Bernardino
Base & Meridian s own as Parcel "A" on the map recorded in Book
80, Page 48 of Record of Surveys in the office of the County
Recorder of Orange County, California, and described as follows:
Beginning at the most westerly corner of Lot 8, Block 22, East -
side Addition to Balboa Tract as shown on the map recorded in
Book 4, Page 20 of Miscellaneous Maps in the office of the
County Recorder of said County; thence S 70° 108 00" E. 3.78
feet to the True Point of Beginnin §; thence continuing S 70°
10' 00" E -26.22 feet; thence N 19 508 00" E. 9.46 feet;
thence West 27.87 feet to the True Point of Beginning?
