2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEW PORT BEACH PROVIDING FO'..1 PARKING PASSES AND .
3 ESTABLISHING FEES FOR THE USE CF THE BALBOA PARKING
LOT AND RESCIMING RESOLUTION NO. 5796

5 17H AS, the City has a parking lot southerly of Ocean
6 Front at Palm Street and Washington Street in Balboa; a:-d
7 F.ITM0 A S, by Resolution No. 5796 the City Council pro-
8 vided for parking passes and established fees for the use of suc''
9 lot; and
10 U S, the City Council finds that it is desirable to
11 make certain changes in the parking control regulations and to
12 increase certain parking fees for the use of such lot as herein-
13 after provided;
14 NOtry, THER,72FOUIP BE IT RESOLVED:
15 1. Parking control shall be maintained on the Balboa
16 Parking Lot and a daily fee shall be charged for the use of such
17 lot on the following basis:
18 (a) The City Manager shall establish the parking
19 control and charge the prescribed fees on such days that he
20 determines that there is a need for control on the lot end
21 a sufficient demand for parking to justify the use of a
22 parking attendant to collect the fees.
23 (b) Each day parking control is maintained on the
24 Balboa Parking Lot, the parking fee for each vehicle shall
25 be as follows:

Monday through Friday, except on holidays,

hour, with a maximum charge of 50J per day.

(2)
Saturdays, Sundays and holidays, 5U per

hour, with a maximum charge of $1.00 per day.

(c)
In
order to encourage use of the lot by persons

shopping
in the area, no fee shall be charged for the first

two hours
of
parking upon the presentation of a validated

parking slip. Such validation must be by a place of business
in the 'vicinity of the lot and in accor&=e EP-b.. a
plan which shall be establ=ished by the Ci ty Pznzger, provided.;
howeve_:, that such ;clan shall provide that no p urchase shell
be requi ed to obtain the validation.
2. The City manager is authorizer to waive the fees
established herein when a special event is being held of a
charitable, Patriotic or civic nature and it is in the in-_e .-nest
of the yity and. the general public that fees not be charged. for
the use of the parking lot in connection with said special event.

2. Annual vehicle passes for the use of the narking
facilities on the 3alboa lot are hereby established. erne shall be
mace available to `he public each calendar year. T''he fee fc
such pass, which is nontransferable and may be used only for the
vehicle for which it is sold, shall be X7.50 per year per vehicle.
A transferable pass shall also be made available. The fee for the
treansbereble ne;ss, which may be used for any vehicle, shall be 51f
per year per vehicle. Each such pass, when displayed in the wind -
shield of a vehicle, shall entitle a person to park such vehicle
on the parking lo-r when the lot is open and parking s »ace is avail-
able therein and must be continuously displayed in the W:Lnc.shiele j
during the entire time the vehicle is parked on the lot. It shall j
not establish any priority for narking space. Such passes shall
be app_i! #ately designed and sold only in the Ansnce Daoartment
in the City1:14iall during regular office hours.
4. resolution No. 5796 is hereby rescineed.
