RESOLUTION NO, 6604
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH URGING THE GOVERNOR AND THE
LEGISLATURE TO APPROVE ASSEMBLY BILL NO. 2137
WHICH WOULD APPROPRIATE FUNDS FOR BEACH EROSION
CONTROL IN THE 1967 -68 STATE BUDGET
WHEREAS, the City Council has demonstrated its serious
concern over the damaging effects of erosion to the beaches of
Orange County by authorizing City financial participation in
Phase I of the Federal Beach Erosion Control Project in the area
extending from Anaheim Bay to Newport Harbor in Orange County; and
WHEREAS, in 1965 it was necessary for the City to carry
out an emergency beach protection project involving the transfer
of 120,000 cubic yards of sand to the West Newport area at a cost
of more than $67,000 in order to protect public and private beach
front property from destruction; and
WHEREAS, in 1966 it was again necessary for the City to
carry out an emergency beach protection project which entailed the
transfer of 60,000 cubic yards of sand to the West Newport area at
a cost of $51,000; and
WHEREAS, it is anticipated on the basis of engineering
studies that the beaches in the West Newport area will again be
subjected to severe erosion in the Fall of 1967 to a degree that
threatens the destruction of residences and public improvements
adjacent to the beaches; and
WHEREAS, it is estimated that the emergency measures
necessary to protect against severe damage to the West Newport
area will cost local governments $100,000; and
WHEREAS, the U. S. Corps of Engineers is prepared to
move ahead in the near future with Phase II of the Federal Beach
Erosion Control Project which was 'authorized by House Document
No. 662, 87th Congress, 1962, and which consists of the placement
of 600,000 cubic yards of fill'material on the West Newport
beaches and the construction of an experimental groin which will

be funded by Federal, State and local governments with 67% of the!
funds being provided by the Federal Government; and
WHEREAS, the commencement of work on Phase II of the
federal project is contingent on the advancement by the State of
the Federal share of the project costs, which would be accomplished
by the enactment into law of Assembly Bill No. 2137; and
WHEREAS, failure of the State Government to appropriate
funds in the 1967 -68 fiscal year will result in a continuance of
the previous inefficient piecemeal approach to erosion control
which is wasteful of public funds, jeopardizes valuable improve-
ments near the beaches, and imposes a severe and unnecessary hard-
ship on the local governments concerned with the erosion problem;
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Newport Beach that the Governor and the Legislature
of the State of California are urged to appropriate the funds
needed to carry out the pending Federal Beach Erosion Control
Project by enacting Assembly Bill No. 2137.
