A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH REQUESTING THAT THE ORANGE COUNTY
BOARD OF SUPERVISORS TAKE A POSITION OPPOSING
• THE USE OF ORANGE COUNTY AIRPORT TO SERVE THE
PACIFIC - NORTHWEST AS PROPOSED IN THE PROCEEDING
NOW PENDING BEFORE THE CIVIL AERONAUTICS BOARD
WHEREAS, the Civil Aeronautics Board is presently
considering the question of whether to authorize new or additional
airline service between Southern California and the Pacific-
Northwest, extending as far north as Seattle, Washington; and
WHEREAS, Orange County Airport is one of the airports in
Southern California which are being considered as satellite air-
ports to be served by the proposed new airline service; and
WHEREAS, the County of Orange through its County Counsel
has filed a petition to intervene in said proceeding before the
Civil Aeronautics Board, which petition has been granted by the
Civil Aeronautics Board, thus making the County a party to the
proceeding; and
WHEREAS, the Board of Supervisors as the County's policy-
making body has not as yet publicly expressed the position which
the County will take in said proceeding with respect to the
proposed use of the Orange County Airport for service to the
Pacific - Northwest; and
WHEREAS, in the past the Board of Supervisors has given
repeated assurances to the public that it has no intention of
permitting the use of Orange County Airport by large jet aircraft;
and
WHEREAS, the Phase I Master Plan of Air Transportation
for Orange County, prepared by William L. Pereira and Associates
from which commercial air carrier aircraft will operate to

from which commercial air carrier aircraft will operate to

destinations up to 400 miles, as well as a general aviation
airport oriented to business and corporate activities; and
WHEREAS, the "Pereira Report" further states that during
the interim period while a new regional airport is being developed
to serve Orange County, a set of constraints should be established
to protect the urban environment surrounding the Orange County
Airport; and
WHEREAS, it is approximately 1,000 air miles from Orange
County Airport to Seattle; and
WHEREAS, the use of Orange County Airport for service
to the Pacific- Northwest would be inconsistent with past positions
taken by the Orange County Board of Supervisors and would be
contrary to the recommendations of the "Pereira Report" that the
Orange County Airport be used as a metroport facility;
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Newport Beach that the Honorable Orange County Board
of Supervisors is respectfully requested to officially express
its opposition to the proposed use of the Orange County Airport
for the purpose of providing air carrier service to the Pacific -
Northwest, and to send representatives to the Civil Aeronautics
Board Hearing to be held in Washington, D.C., to express its
position.
