RESOLUTION NO. 6946
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH REQUESTING CERTAIN FEDERAL FINANCIAL
ASSISTANCE UNDER THE FEDERAL DISASTER ACT (PUBLIC
LAW 81 -875) AND AUTHORIZING THE CITY MANAGER TO
EXECUTE THE NECESSARY APPLICATIONS AND DOCUMENTS
WHEREAS, during the months of January and February, 1969,
the County of Orange, State of California, has been subjected to
unusually severe rainstorms resulting in extensive flooding; and
WHEREAS, the President of the United States on
January 28, 1969, declared the County of Orange, State of
California, to be a disaster area as a result of the severe
rainstorms and resulting flooding; and
WHEREAS, the flooding has resulted in a tremendous
increase in water flow in the Santa Ana River which has deposited
huge amounts of debris and wreckage on the beaches of Newport Beach; and
WHEREAS, flooding has caused emergency repairs and
temporary replacements to be made of certain public rights of
way; and
WHEREAS, other protective health and sanitation measures
were necessary to protect the residents of the City of Newport
Beach and the County of Orange; and
WHEREAS, the public health problem existing on the
public beaches constituted a danger to the health, safety and
welfare -of the residents of Newport Beach and the County of
Orange requiring emergency action to eliminate the debris and
other dangers; and
WHEREAS, the provisions of Public Law 81 -875 authorize
the federal government to provide financial assistance under such
conditions for emergency debris and wreckage clearance in order
• to preserve life, health and property;
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Newport Beach as a public entity established
under the laws of the State of California as a chartered City

does hereby apply for certain federal financial assistance under
the terms of the Federal Disaster Act (Public Law 81 -875);
BE IT FURTHER RESOLVED that the City Manager and the
City Clerk are hereby authorized to execute for and on behalf
of the City of Newport Beach the necessary applications and
documents relating to this request.
