A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NEWPORT BEACH OPPOSING THE PASSAGE
OF SENATE BILL NO. 938 AND SENATE CONCURRENT
RESOLUTION NO. 33, INTRODUCED BY SENATOR
LAWRENCE E. WALSH PERTAINING TO INCREASING
MINIMUM SPEED LAW
WHEREAS, Senate Bill No. 938 introduced by Senator
Lawrence E. Walsh would, if enacted, increase the prima facie
speed limit on all state highways to 35 miles per hour except
with respect to any 25 mile per hour prima facie limit which
is applicable when passing a school building or the grounds
thereof; and
WHEREAS, Senate Concurrent Resolution No. 33
requests the cities and counties of the state to revise the
prima facie speed limits on highways under their respective
jurisdictions to conform to the provisions contained in
Senate Bill No. 938; and
WHEREAS, it is felt that the authority now resting
with cities to make changes in existing speed limits for
residential and commercial areas is adequate; and
WHEREAS, it is felt that Senate Bill No. 938 will
result in unduly high speed limits in inappropriate areas;
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Newport Beach does voice its opposition to
Senate Bill No. 938 and Senate Concurrent Resolution No. 33,
both of which have been introduced by Senator Lawrence E.
Walsh;
BE IT FURTHER RESOLVED that the City Clerk is
hereby authorized and instructed to transmit certified copy
of this resolution to Senator Lawrence E. Walsh, Senator

Assembly Transportation Committee.
