A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH REAFFIRMING ITS CONTINUED
WILLINGNESS TO COOPERATE WITH NEIGHBORING CITIES
IN THE PLANNING OF LAND USES ON PROPERTIES NEAR
OR ADJACENT TO THE ORANGE COUNTY AIRPORT
WHEREAS, the City Council of the City of Newport Beach
is in receipt of a resolution of the City Council of the City of
Irvine proposing cooperative regional planning among cities; and
WHEREAS, the Newport Beach City Council has long
acknowledged the importance of joint planning efforts with
neighboring cities, with this objective leading to the City's
sponsorship of the Inter City Relations Committee as an active
expression of its concern; and
WHEREAS, it has always been the intent and policy of the
Newport Beach City Council to work cooperatively with other cities
in the very important area of airport land use planning, as
evidenced by this City's active participation in and support of
the Airport Land Use Commission for Orange County; and
WHEREAS, in keeping with this policy, the Newport Beach
City Council supported the formation of the City of Irvine, and
has always been anxious to cooperate in every way possible to the
end that land development in the area near the Orange County
Airport will be mutually beneficial to the environmental, ecological
and economic interests of both cities; and
WHEREAS, just prior to the incorporation of the City of
Irvine, the Orange County Planning Commission and Board of Super-
visors approved a planned community zone change to allow commercial
development on the 55 -acre McDonnell Douglas property located
directly across from the Orange County Airport; and
aWHEREAS, this rezoning was hurriedly considered over
the objections of the City of Newport Beach and many prominent

leaders in the City of Irvine incorporation movement, who felt
such a request should more properly be heard only by the new
City of Irvine; and
WHEREAS, in light of the premature McDonnell Douglas
rezoning, the City Council believes that restoration of this parcel
to its original master planned land use designation would be a most
encouraging beginning to a meaningful and mutual planning of
compatible land uses in the vicinity of the Orange County Airport;
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Newport Beach wishes to officially and without
reservation reaffirm its continued intent to cooperate with the
City of Irvine in planning the areas near or adjacent to the
Orange County Airport on a mutually satisfactory basis;
BE IT FURTHER RESOLVED that as a gesture of good faith
the City Council of the City of Newport Beach urges the Irvine
City Council to promptly consider reexamining the zoning on the
McDonnell Douglas property, so that comprehensive planning studies
may begin in earnest.
