TITLE: Request to Install a New Driveway Approach at 201 Sapphire
Avenue
ABSTRACT:
The property owner of 201 Sapphire Avenue is requesting to install a driveway
approach on Park Avenue to access the property.
RECOMMENDATION:
Approve a new 16 -foot wide driveway approach on Park Avenue for access to the
property per City Council Policy L -2, Driveway Approaches, provided the property owner
obtains an encroachment permit from the Public Works Department.
FUNDING REQUIREMENTS:
There is no fiscal impact related to this item.
DISCUSSION:
The property owner is redeveloping the property to build a new single family residence
and is proposing to install a new 16 -foot wide driveway approach on Park Avenue to
access a 2 -car garage. The property fronts Sapphire Avenue and Park Avenue and
does not have access to any alley. Per City Council Policy L -2, City Council approval is
required for a new driveway approach on Balboa Island. The property currently does
not have a driveway approach.

If approved, the property owner will need to obtain an Encroachment Permit from the
Public Works Department and will need to construct the driveway approach per the
City's Standard Plans.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will
not result in a direct or reasonably foreseeable indirect physical change in the
environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378)
of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or
indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
