RESOLUTION NO. 7903
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NEWPORT BEACH FINDING AND DECLARING
THAT CERTAIN PORTIONS OF THE WORK REQUIRED
TO RESTORE THE OPERATION OF THE 16TH STREET
RESERVOIR CAN BE PERFORMED BETTER AND MORE
ECONOMICALLY BY THE CITY WITH ITS OWN EM-
PLOYEES AND ALSO THAT THE MATERIAL USED IN
SAID WORK CAN BE PURCHASED MORE ECONOMICALLY
ON THE OPEN MARKET
WHEREAS, the City of Newport Beach has determined
that in order to meet the increasing water demands and main-
tain the proper water pressure in the West Newport area it is
necessary and desirable that the 16th Street Reservoir be
restored to service; and
WHEREAS, Section 1110 of the City Charter of the
City of Newport Beach provides that the City Council may,
without advertising for bids, declare and determine that in
its opinion„ based on estimates approved by the City Manager,
the work involved in a Public Works project may be performed
better and more economically by the City with its own employees,
and that supplies and materials used in said work may be pur-
chased more economically on the open market; and
WHEREAS, this declaration and determination is to be
signified by adoption of a resolution to this effect by at least
five affirmative votes of the City Council; and
WHEREAS, the City Council has reviewed the work and
the estimates involved in the restoration of the 16th Street
Reservoir to service;
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Newport Beach hereby declares and determines that
the work involved in the restoration of the 16th Street Reservoir
to service may be performed better and more economically by the
City with its own employees and that the supplies and materials
involved in said project may be purchased more economically on
;the open market.
