RESOLUTION NO. 8266
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH AMENDING FEES AND RE- ESTABLISHING
A PARKING PERMIT SYSTEM FOR THE USE OF PARKING
SPACES IN CITY PARKING LOTS AND IN CERTAIN OFF -
STREET PARKING METER ZONES, AND RESCINDING
RESOLUTION NOS. 6838 AND 7627
WHEREAS, Section 12.44.120 of the Newport Beach
Municipal Code provides that in off- street parking meter zones
established by resolution, a vehicle may be parked and remain
parked in a parking space without the deposit of coin if such
vehicle has displayed a current valid parking permit issued by
the City pursuant to the authorization of the City Council
established by resolution; and
WHEREAS, a parking permit system was established by
Resolution No. 6838 for the use of parking spaces in certain
off - street parking meter zones and in City parking lots; and
said Resolution No. 6838 was subsequently amended by Resolution
No. 7627; and
WHEREAS, the City Council desires to increase the fee
for nontransferable annual parking permits from $20 to $22.50
and for transferable annual parking permits from $30 to $32.50;
and
WHEREAS, it has been deemed necessary and desirable
to re- establish the above described parking permit system,
including the increased fees, and rescind Resolution Nos. 6838
and 7627 and any amendments thereto;
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Newport Beach that:
1. There is hereby established a parking permit system
consisting of the following types of permits:
a. A nontransferable annual parking permit for a
fee of $22.50 which, when affixed to the front windshield
of a vehicle within a 7 -inch square in the lower corner
farthest removed from the driver's position, shall authorize
the parking of said vehicle at any meter in off - street

parking meter zones 11, 12, 13, 15, and 16 without the
deposit of coins in the parking meter adjacent to such
parking space. Such permit shall also authorize the use
of the City parking lot at the Corona del Mar State and
City Beach Park and the Balboa Parking Lot without the
. payment of an additional parking fee when such lots are
open for parking and space is available therein. It shall
not, however, establish any priority for parking space.
b. A transferable annual parking permit for a
fee of $32.50 which, when displayed in a manner as to be
visible from outside the vehicle, shall entitle a person
to park such vehicle at any meter in off - street parking
meter zones 11, 12, 13, 15, and 16 without the deposit of
coins in the parking meter adjacent to such parking space.
Such permit shall also authorize the use of the City parking
lot at the Corona del Mar State and City Beach Park and
the Balboa Parking Lot without the payment of an additional
parking fee when such lots are open for parking and space
is available therein. Such permit must be continuously
displayed in a manner as to be visible from outside the
vehicle during the entire time the vehicle is parked in any
such parking space or parking lot. It shall not establish
any priority for parking space.
c. A quarterly parking permit for a fee of $30
per quarter which may be used to actuate the automatic
parking gate in order to gain entrance to and use the 26th
Street Parking Lot. The charge for any such permit issued
after the commencement of any quarter shall be reduced in
the amount of $10 for each full month which has elapsed
during any such quarter. The permit referred to shall be
. designed in such a manner that it may be inserted in a slot
in the automatic parking gate at the entrance to said lot
in order to actuate said gate. The possession of any such
permit shall not establish any priority for parking space.

2. The parking permits established pursuant to this
resolution shall not be usable for the parking of buses. For
purposes of this resolution, the term "bus" shall mean any motor
vehicle, other than a motor truck or truck tractor, designed for
carrying more than nine (9) persons, including the driver, and
used or maintained for the transportation of passengers.
3. The permits hereinbefore established shall be
appropriately designed and dated to indicate the appropriate year
or quarter during which the permit is valid.
4. The adoption of this resolution shall not be
construed to impair the validity of any existing parking permit
and all such permits shall continue to be effective for the term
for which issued.
5. Resolution Nos. 6838 and 7627 are hereby rescinded.
