A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NEWPORT BEACH EXPRESSING ITS
OPPOSITION TO SENATE BILL 275, THE "COLLEC-
TIVE BARGAINING ACT FOR PUBLIC EMPLOYMENT"
WHEREAS, the City Council of the

of wages, hours and working conditions; and
WHEREAS, Senate Bill 275, if enacted, would repeal
the existing system of public employer - employee labor relations
and completely disrupt public employer - employee relations at the
local level; and
WHEREAS, Senate Bill 275 does not recognize the substan-
tial distinctions between public and private sector employers;
and
WHEREAS, Senate Bill 275, if enacted, would remove the
vital decision - making power from the hands of locally elected
officials and relegate these decisions to non - elected persons,
boards and commissions, who are not responsible or answerable to
the public; and
WHEREAS, Senate Bill 275, if enacted, would impose
upon local government collective bargaining and binding arbitration
systems which do not take into consideration the fact that public
employers are not organized nor do they operate under the same
standards and for the same purposes as a private employer; and
WHEREAS, Senate Bill 275, if enacted, would permit public
employees the right to strike, which could seriously jeopardize
the health, safety and general welfare of the taxpaying public
• who have a right to rely on municipal services not being interrupted
• or curtailed; -•
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Newport Beach does hereby express its adamant

and unalterable opposition to Senate Bill 275 which is in conflict
with the existing laws concerning employer - employee relations
which have proven to be the most equitable method of insuring the
highest quality of public employment while at the same time
protecting the rights of public employees and local citizens.
BE IT FURTHER RESOLVED that the City Clerk is hereby
authorized and instructed to transmit certified copies of this
resolution to Senator Dennis E. Carpenter, Assemblyman Robert E.
Badham, the League of CAlifornia Cities, the Assembly Committee
on Employment and Public Employees, the Senate Committee on
Governmental Organization, and to all of the cities in Orange
County.
