RESOLUTION NO. 8630
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NEWPORT BEACH &MENDING THE LAND
USE AND RESIDENTIAL GROWTH ELEMENTS OF
• THE GENERAL PLAN TO CREATE A MEDIUM- DENSITY
RESIDENTIAL CATEGORY, DEFINE BUILDABLE
ACREAGE, AND REVISE WORDING OF CERTAIN
SECTIONS OF THE RESIDENTIAL GROWTH ELEMENT
(AMENDMENT NO. 26)
WHEREAS, the City Council has adopted the Land Use
and Residential Growth Elements of the Newport Beach General
Plan; and
WHEREAS, said Land Use and Residential Growth
Elements set forth objectives and supporting policies which
will serve as a guide for the future planning and development
of the City; and
WHEREAS, pursuant to Section 707 of the City Charter
of the City of Newport Beach, the Planning Commission has held
a public hearing to consider an amendment to the Land Use and
Residential Growth Elements, which amendment sets forth the
following changes:
1) Create a "medium- density residential" category
to include developments of more than four dwelling units per
buildable acre with a maximum density of ten dwelling units per
buildable acre.
2) Change "low- density residential" from a maximum
of ten dwelling units per gross acre to a maximum of four
dwelling units per buildable acre.
3) Delete the definition of "Gross Residential
Acreage" on page 1 of the Residential Growth Elements and replace
with a definition of buildable acreage as follows:
"Buildable acreage, includes the entire
site, less areas with a slope of greater
than two to one, and does not include
any portion of perimeter streets and perimeter
open space."
4) Delete from page (i) of the General Plan under

The Effect of Residential Growth on Support Systems, the
following:
"As a result of these discussions, it was
determined that, within the range of
residential growth from the lowest reason-
able limit to the "Trend Growth" projection,
there are no physical constraints (in
• terms of limited capacity of the physical
systems) and no major 'economic threshold
points' (in terms of a drastic 'jump' in
the cost of providing services.)"
and replace said language with the following sentence:
"It is recognized through the deliberations
of the governing bodies of the City that
there are physical constraints (in terms of
limited capacity of the physical systems)
and major 'economic threshold points' (in
terms of a drastic 'jump' in the costs of
providing services) and that the City will
continue to monitor these constraints as
it determines the need to do so."
5) Add a numerical designation, indicating the
maximum number of dwelling units permitted, on each large,
undeveloped site.
6) Revise the Land Use Plan (map), the Residential
Growth Plan (map), and the numerical designations in the texts
of the Land Use Element and Residential Growth Element as required
for consistency with the above changes.
WHEREAS, the Planning Commission has recommended to
the City Council said amendment to the Land Use and Residential
Growth Elements of the Newport Beach General Plan; and
WHEREAS, the City Council has held a public hearing
to consider said amendment;
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Newport Beach does hereby adopt General Plan
Amendment No. 26 as described hereinabove.
ADOPTED this 10th day of November, 1975.
