RESOLUTION NO. 8754
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH RECOMMENDING RECOGNITION OF
LOCAL, MUNICIPAL, COUNTY AND STATE GOVERNMENTAL
BODIES AS QUALIFIED AGENCIES TO RECEIVE PERMITS
FROM THE U. S. POSTAL SERVICE FOR THIRD CLASS
(SPECIAL) BULK RATES
WHEREAS, Part 134 of the Postal Service Manual
pertains to and sets forth regulations relative to third class
bulk mailings; and
WHEREAS, local, municipal, county and state govern-
mental bodies, among other organizations and /or associations
are now qualified to obtain permits for third class (regular)
bulk mailings; and
WHEREAS, third class (regular) bulk rate mailing cost
increased from 6.1¢ per piece to 7.7¢ per piece on December 28,
1975; and
WHEREAS, Part 134 of the Postal Service Manual further
issues permits for third class (special) bulk rates, said rates
presently at 1.8¢ per piece, which did not increase on
December 28, 1975; and
WHEREAS, religious, educational, scientific, philan-
thropic, agricultural, labor unions, veteran and fraternal
organizations may qualify for third class (special) bulk rate
privileges; and
WHEREAS, we believe that local, municipal, county and
state governments should also be recognized as qualified non-
profit organizationsfor the purposes of utilizing the U. S.
Postal Services; and
WHEREAS, we believe that the local, municipal, county
and state governmental bodies should be afforded the same
preferential rates as religious, educational, scientific,
philanthropic, agricultural, labor unions, veteran,and fraternal
organizations to assist them in keeping their citizens informed
at the lowest possible cost;

NOW, THEREFORE, BE IT RESOLVED that the City of
Newport Beach supports the Hayward Area Recreation and Park
District in its efforts to have legislation introduced in the
United States Senate which will permit local, municipal, county
and state governmental bodies to qualify and be issued permits
for third class (special) bulk rates.
