HomeMy WebLinkAbout9049 - Environmental Quality Control Citizens Advisory CommitteeRESOLUTION NO. 9049 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH SETTING FORTH THE TOTAL MEMBERSHIP OF THE ENVIRONMENTAL QUALITY CONTROL CITIZENS ADVISORY COMMITTEE, TOGETHER WITH CERTAIN PROCEDURAL RULES WHEREAS, by Resolution No. 7705 and Resolution No. 8656, the Environmental Quality Control Citizens Advisory Committee was established for the purpose of identifying areas of actual or potential environmental problems, gathering and studying facts and other information relative to these problems, and suggesting various alternative solutions, as well as identifying and setting forth the economic, social and environ- mental quality; and WHEREAS, Council and Committee held a joint meeting to discuss duties and responsibilities; and WHEREAS, the Council in response to input received at joint meeting wishes to clarify duties and responsibilities; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport Beach that the duties and responsibilities of the Committee shall be as follows: A. In order to identify areas of actual or potential environmental problems, the Committee shall, among other things: 1. Develop a systematic and thorough program for evaluating environmental issues of particular concern to the City. This program should include a review of the general nature of the problem and the sources of causes of the problem. • 2. Determine those issues of particular concern to the City which are not currently receiving adequate review. 0 i 3. Prepare a report to the City Council on the Findings of the Committee and include the pros and cons on any issues. 4. Review legislation. B. In order to gather and study facts and other information relative to environmental problems, either actual or potential, and to suggest various alternative solutions, the Committee shall, among other things: 1. Review those studies, if any, relating to the key issues identified above which are currently underway. 2. Review EIRs and other project reports for significant projects and make recommendations to Planning Commission prior to the draft EIR being delivered to Planning Commission. 3. Initiate, through members of the Committee, additional studies relating to the key issues. 4. Prepare reports to the City Council recommending changes in procedure, ordinances or policies of a general nature or modifications to proposed projects which would alleviate existing or potential environmental problems. C. In order to identify and set forth the economic, social and environmental cost benefits involved in regulating environmental quality, the Committee shall, among other things: 1. Explore the costs and benefits of initiating City programs or projects to alleviate City -wide problems. 2. Research the availability and costs and benefits of technical solutions to environmental problems which are found on a recurring basis to individual projects. 3. Prepare reports to the City Council which clearly establish the costs and benefits of such programs or technical solutions.
