A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH OPPOSING THE POLICY OF THE
SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS
TO USE ITS GOALS AND OBJECTIVES IN AN ATTEMPT
TO CONTROL LOCAL LAND USE PLANNING
WHEREAS, the Southern California Association of
Governments (SCAG) acts as the primary clearinghouse for
most Federal and State Grants to municipalities; and
WHEREAS, SCAG has adopted certain goals and objectives
in the area of future land use planning and housing which seem
to extend beyond the main purpose of SCAG, which is to study
regional problems and recommend solutions and alternatives;
and
WHEREAS, SCAG has adopted a policy to use its
influence to cut off Federal and State funds to cities who
refuse to comply with the SCAG housing element and land use
plan. For example, under the SCAG Regional Housing Element,
"SCAG shall recommend against any application for State or
.Federal funds submitted by a community that has not adopted
housing assistance goals consistent with the area -wide housing
plan ".
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Newport Beach wishes to go on record in opposing
the policy of SCAG in using its control over Federal and State
grant funds to mandate the direction of local land use planning
and zoning.
