A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH REQUESTING ADOPTION OF STATE
LEGISLATION CREATING A NEW STATE HIGHWAY
DISTRICT CONTINGUOUS WITH THE BOUNDARIES OF
ORANGE COUNTY
WHEREAS, the County of Orange is presently included
within State Highway District and State Transportation
District 7, which also includes Los Angeles and Ventura
Counties; and
WHEREAS, the placement of California's two most
populous counties in the same CalTrans District has caused
severe financial hardships for Orange County; and
WHEREAS, approximately 8% of all the people within
the State of California reside within the County of Orange
and contribute a like percentage of all the gas tax funds
collected; and
WHEREAS, only 1.6% of the monies proposed for State
highway construction are within Orange County; and
WHEREAS, this obvious inequity could be remedied by
the formation of a new CalTrans District which is contiguous
with the boundaries of Orange County,
NOW, THEREFORE, BE IT RESOLVED that the 1979 State
Legislature is hereby requested to adopt legislation creating
a new State highway district consisting solely of Orange
County, with the provision that such district shall henceforth
receive an appropriate share of all funds to be expended for
the construction, maintenance and operation of State highways
0 within the County of Orange.
BE IT FURTHER RESOLVED that all members of the State
Legislature representing the County of Orange are hereby
requested to co- sponsor legislation creating such a new
State highway district.
