A RESOLUTION OF THE CITY COUNCIL OF THE CITY
• OF NEWPORT BEACH SUPPORTING THE PURCHASE OF
ALL OR PART OF THE IRVINE COASTAL AREA AS A
NATIONAL PARK, AND SUPPORTING THE CONSTRUC-
TION OF THE SAN JOAQUIN HILLS TRANSPORTATION
CORRIDOR
WHEREAS, the Irvine Coast /Laguna Greenbelt area
comprises the largest expanse of privately owned coast
between Santa Barbara and San Diego; and
WHEREAS, this pristine area has an extraordinary
diversity of flora and fauna that includes several rare
and endangered species; and
WHEREAS, the natural and scenic resources of the
area make it ideally suited for a variety of recreational
uses; and
WHEREAS, Orange County already suffers severe
overcrowding at its beaches and public parks; and
WHEREAS, urban development in the Irvine Coast/
Laguna Greenbelt area will injure its scenic and biological
resources; and
WHEREAS, the Newport Beach City Council has
previously gone on record as endorsing policies aimed at the
maximum possible preservation of the Irvine Coast; and
WHEREAS, the Southeast Orange County Circulation
Study identified the need for a San Joaquin Hills.Transportation
Corridor; and
WHEREAS, the Orange County Board of Supervisors
amended the Master Plan of Arterial Highways in August, 1976,
• incorporating a conceptually proposed alignment for the San
Joaquin Hills Transportation Corridor; and
WHEREAS, the California Coastal Commission,
California Coastal Conservancy, California Department of Parks

and Recreation, County of Orange, City of Laguna Beach,
and a number of local citizens groups are all working to
preserve the area,
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Newport Beach endorses the concept of a
national park and urges the National Park Service and Federal
Government to continue their involvement in the effort to
preserve this area for public use and enjoyment.
BE IT FURTHER RESOLVED that the City Council of the
City of Newport Beach supports the early construction of the
San Joaquin Hills Transportation Corridor and the Corona del
Mar Freeway connection to relieve traffic congestion on the
Pacific Coast Highway, the San Diego Freeway, and other
affected arterial highways and accommodate any new traffic
generated.in the Irvine Coastal Area.
BE IT FURTHER RESOLVED that the City Council of the
City of Newport Beach endorses further study and environmental
evaluation of the San Joaquin Hills Corridor alignment and
possible construction techniques.
