A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH DECLARING ITS OPPOSITION TO
ASSEMBLY BILL 1343
WHEREAS, the California State Assembly is considering
Assembly Bill 1343 which could have serious effects on the
quality of law enforcement in our community; and
WHEREAS, this legislation would have the effect of
eliminating Reserve Police Officer programs throughout the
state; and
WHEREAS, Reserve Police Officer programs provide
trained, certified volunteers who are a proven advantage in law
enforcement operations; and
WHEREAS, the Reserve Officer is a citizen policeman
and helps bridge the gap between the police and the community
at large; and
WHEREAS, the Reserve Officer programs provide an
opportunity to focus community and law enforcement perspectives
in participative efforts; and
WHEREAS, losing this valuable link of citizen police-
men at a time when police and community are striving to increase
communication, understanding, and cooperation would be detrimen-
tal to communities throughout the state,
NOW, THEREFORE, BE IT RESOLVED that the City Council
. of the City of Newport Beach does declare its opposition to
Assembly Bill 1343.
BE IT FURTHER RESOLVED that copies of this resolution
shall be directed to members of the Committee on Criminal Justice,
State Representatives of the City of Newport Beach, and the
Police Chiefs of the cities in the County of Orange.
