A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NEWPORT BEACH EESTABLISHING THE
AD -HOC HIGHWAY ACTION TEAM (HAT), AND
SPECIFYING THE DUTIES AND RESPONSIBILITIES
OF THE TEAM
WHEREAS, by City Council action on July 23, 1979, the
formation of a Highway Action Teem was approved in concept; and
WHEREAS, the Mayor was authorized to appoint a ten -
member team representing various points of view; and
WHEREAS., it is desirable that the makeup, purpose, duties,
and responsibilities of the Team be established by resolution,
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Newport Beach that there is hereby established the
ad -hoc Highway Action Team (HAT), described as follows:
Makeup
The Team shall be comprised of ten members appointed
by the Mayor; all regular members shall be residents of the City
of Newport Beach; and the membership shall represent a cross -
section of various points of view, regarding growth restrictions,
development, and highway construction. Advisory participation
in the activities of the Team by others, without regard to place
of residence, is encouraged. Such advisory participants may
include staff members from the City, Orange County EMA, Orange
County Transportation Commission, and CalTrans; and representation
from the Chambers of Commerce and the business and development
community.
Term
The Team shall be ad -hoc, with its term of existence
being one year from the date of adoption of this resolution, unless
further extended by resolution of the City Council.
Purpose
The purpose of the Team is to reduce traffic congestion in
the City of Newport Beach by means of implementing completion of the
non - controversial elements of the Circulation System. The non-
controversial elements are hereby defined as being all facilities
included in the adopted Circulation Element of the General Plan, with
the following specific exceptions:
Boulevard.
1. University Drive from Irvine Avenue to Jamboree
2. Jamboree Boulevard, on the westerly side from Ford
Road to Eastbluff Drive (north).
3. San Miguel Drive from MacArthur Boulevard to San
Joaquin Hills Road.
Avenue.
4. Balboa Boulevard from 33rd Street to 44th Street.
5. San Joaquin Hills Road from Marguerite Avenue easterly.
6. Marguerite Avenue from Pacific Coast Highway to Fifth
Duties and Responsibilities
1. Establish recommended priorities.
2. Pursue methods of funding the construction of highway
improvement projects.
3. As desirable, engage in liaison and discussions with
other cities and public agencies, community organizations, and members
of the public.
4. Report to the City Council at its regular evening
meetings at least once monthly regarding activities of the Team.
5. Seek to resolve conflicting points of view and develop
community consensus regarding highway improvement projects.
Operations
1. The Team shall hold regular meetings at least once
monthly, with the date and location noticed in advance. Special

meetings may be called by majority vote of the Team at a regular
meeting.
2. The officers of the Team shall be elected by the
Team and shall consist of a chairman, a vice - chairman, and a
secretary.
3. A quorum shall consist of 6 or more members.
4. In cases of emergency or absence from the County
only, a member may designate another person to represent him on
a single meeting basis, provided that person is a resident of
Newport Beach, by contacting the Chairman no later than one day
prior to any meeting.
5. Absence from more than two consecutive regular
meetings, except in cases of emergency or absence from the County,
shall be grounds for dismissal from the Team. The Chairman shall
report such absence to the City Council.
Restrictions
1. The Team shall not represent official City positions
to outside groups or agencies without the specific authorization of
the City Council. No individual may represent the Team's viewpoint
without specific approval by the Team.
2. The functions of the Team are not intended to overlap
those of the Transportation Plan Citizens Advisory Committee (TPCAC).
3. Highway improvement projects pursued by the Team
shall not exceed the recommended configurations of TPCAC, dated
March 14, 1979. If technical information presented to the Team
indicates that variations from the TPCAC recommendations are
desirable, refer such recommendations to TPCAC for evaluation and
possible recommendation to the City Council.
4. Neither the Team nor its members shall seek to add to
the work program or the adopted Circulation Element. By accepting
appointment to the Team, members acknowledge their acceptance of
this requirement.
