SUBJECT: INSTALLATIONN�GAS ENGINE AND PUMP AT BIG CANYON ZONE IV
PUMP STATIO C -2046
RECOMMENDATIONS:
1. Waive the formal public works bid procedure and adopt a
resolution stating that the subject engine and pump may
be purchased on the open market.
2. Approve the specifications for purchase of the subject
equipment.
3. Instruct the Purchasing Agent to secure bids, and to
purchase the engine and pump on the open market.
DISCUSSION:
Included in the current Water Fund Capital Improvement Budget
is a project for purchase and installation of an engine- driven pump for
the Zone IV pump station at Big Canyon Reservoir.
It is .proposed to accomplish the project by having the Purchasing
Agent obtain competitive proposals from suppliers for purchasing the pump
and engine, constructing the enclosure building by standard public works
contract, and installing the pump and engine with City forces.
Obtaining the pump and engine can be most efficiently performed
by having the Purchasing Agent obtain competitive proposals from suppliers
rather than by use of the formal public works contracting procedures, as
the suppliers are not familiar with the public works procedures. In com-
pliance with the provisions of Section 1110 of the City Charter, it is
recommended that a resolution be adopted authorizing purchase of the pump
and engine on the open market. An affirmative vote of at least five mem-
bers of the Council is required.
The estimated cost of the equipment to be purchased is $45,000.
Advertising for bids for construction of the pump building is tentatively
scheduled for March, 1981. Installation of the equipment and completion
of the overall project is scheduled for July 1981.
