A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH ESTABLISHING OFF - STREET
PARKING METER ZONES AND REGIULATIONS FOR THE
OPERATION OF PARKING METERS
WHEREAS, Title 12, Chapter 44 of the Newport Beach
Municipal Code establishes, among other things, on- street parking
meter zones and sets the fees for parking in such zones and
further provides that the City Council may, by Resolution,
establish off - street parking meter zones and set the fees for
parking in said zones; and
WHEREAS, said Chapter further provides that the City
Council shall, by Resolution, designate the number of coins to be
deposited into parking meters, the parking time allowed following
such deposit, the hours of the day, the days of the week and the
weeks of the year during which deposits are required and the
meters will be in operation.
NOW, THEREFORE, the City Council of the City of Newport
Beach declares and resolves, as follows:
Section 1. Traffic and parking conditions require that
the following conditions require that the following off - street
parking meter zones designated in Section 2 be established, and
that parking meters be installed and maintained in such zones
except where the traffic engineer determines that the presence of
parking meters would interfere with the flow of traffic on said
land or the use thereof.
Section 2. The following off- street parking meter zones
are hereby established:
Zone 10: The City -owned and leased land easterly of and
adjacent to Central Ave. between Via Oporto and Newport
Bay;
Zone 11: The City -owned land known as McFadden Parking
Lot lying within McFadden Place between Balboa Blvd. and
Ocean Front;
Zone 12: The City -owned land known as the Ocean Front
Parking Lot lying oceanward of Ocean Front between
McFadden Place and 24th St.;
Zone 13: The City -owned land lying northeasterly of and
parallel to Balboa Blvd. between McFadden Parking Lot
and the first alley northwest of 22nd St.;
to Zone 14: The City -owned land along 19th St. Beach known
as Bay Ave. between 18th St. and 19th St.;
Zone 15: The parking spaces adjacent to the centerline
dividing strip on Balboa Blvd. between 21st St. and
Alvarado St.;
Zone 16: The City -owned land westerly of and parallel
to the westerly roadway of Newport Blvd. between 30th
St. and 28th St.;
Zone 17: The City -owned parking lot at the
southeasterly corner of East Bay Ave. and Washington
St.;
Zone 18: The City -owned land southerly of and adjacent
to Ocean Front between Palm St, and Main St.;
Zone 19: The City -owned land northerly of and adjacent
to the alley north of Balboa Blvd. and west of 15th St.;
Zone 20: The City -owned land northerly of Balboa Blvd.
and easterly of 18th St.;
Zone 21: The City -owned land northeasterly of and
adjacent to Seashore Dr. at: 56th St. and 58th St. to
west of 59th St.;
Zone 22: The City -owned land between Newport Blvd. and
Balboa Blvd, from 26th St. to 23rd St.;
Zone 23: The City -owned land oceanward of Ocean Front
between "B" St. and Main St:, commonly known as the "A"
and "B" Sts, parking lots;
Zone 24: The City -owned land northerly of Coast Highway
and easterly of Tustin Ave. abutting Ensign View Park
commonly known as Mariners Mile parking lot and access
road.
Section 3. Except when the! operation of said meters is
suspended as hereinafter provided, parking meters in zones 1, 2,
4, 6, 11, 12,13, 14, 15, 16, 17, 18, 19, 20, 21, 22, 23 and 24
shall be in operation and the deposit of coins required from 8 :00
a.m. to 5 :00 p.m. on all meters, daily with the following special
exceptions that meters in Zone 6 on the easterly side of 15th St.
between Ocean Front and Newport Bay and meters in Zone 15 on
Balboa Blvd. between 14th St, and l5th St. shall be in operation
from 1:00 p.m. to 5 :00 p.m. on Sundays.

Except when the operation of said meters is suspended as
hereinafter provided, parking meters in Zones 3, 5 and 10 shall
16 be in operation and the deposit of coins required from 8:00 a.m.
to 5:00 p.m. on all meters, daily with the following special
exceptions that all the meters in Zone 3, Meters in zones on Via
Lido between Via Oporto and Lafayette Ave., on Via Oporto between
Via Lido and 32nd St., on Via Malaga, and on 32nd St. between Via
Oporto and Lafayette St. and all meters in Zone 10, shall be in
operation from 1:00 p.m. to 5:00 p.m. on Sundays.
Section 4. Meters that will measure parking time of 30
minutes, one hours, 2 hours, 6 hours or 10 hours shall be placed
at each parking space in all parking meter zones.
The coins to be deposited into the parking meters in all
zones shall be pennies, nickels, dimes or quarters as required by
each meter.
Subject to the limitations of this Resolution and the
Municipal Code, the traffic engineer shall decide the number,
location and time limit of parking meters as he determines will
best serve the traffic and parking requirements of the particular
area and zone.
Section 5. The fees for parking at parking meters in
the zones established by this Resolution when the parking meters
are in operation are hereby established at ten cents per hour in
zones 10, 17, 18 and 24; twenty cents per hour in zone 12;
twenty -five cents per hour in zones 16, 17, 18, 19, 20, 21, 22
and 23; and fifty cents per hour in zones 11, 12, 13, 14 and 15.
Section 6. The City Council hereby determines that the
year- around operation of those parking meters described in this
section is not necessary for the regulation of traffic and
parking and such operation is hereby suspended and such meters
shall be inoperative each year for the periods hereinafter
described. Such meters shall be inoperative and the heads shall
be removed and stored or suitably marked and identified to
indicate they are not operative.

Zone 6. All meters on 15th St. between Ocean Front and
Newport Bay, beginning October 15 and ending February 28; and
' between February 28 and May 15 and between the Monday following
Labor Day and October 15 on days other than Saturdays, Sundays
and holidays and other than the period beginning the day before
Palm Sunday and ending the day after, Easter.
All meters on 18th St. between Balboa Blvd. and Bay
Ave., and all meters on 19th St. between Bay Ave. and Newport
Bay, beginning October 15 and ending February 28.
Zones 14, 15, 19 and 20. All meters, beginning October
15 and ending February 28th.
