A RESOLUTION OF THE CITY COUNCIL OF THE CITY
• OF NEWPORT BEACH APPROVING A DAM FAILURE
EVACUATION PLAN (DFEP)
WHEREAS, the California Government Code requires the
adoption of a dam failure evacuation plan by local government;
and
WHEREAS, the City of Newport Beach has declared such a
plan which has been updated in 1982; and
WHEREAS, it is the desire of the City Council to
formally adopt said plan and forward it to the appropriate State
agencies;
NOW, THEREFORE, the City Council of the City of Newport
Beach does hereby approve the City's dam failure evacuation plan
a copy of which is attached hereto.

The potentialll partial or total failure of
the following six dams and reservoirs in Orange and
Riverside Counties represent a hazard to life and to •
the personal property'iof the residents of the City of
Newport Beach: (See Map on page 3)

It is the intent of this plan to prepare the
various City departments to respond to emergencies so
that potential injuryllto persons and loss of property
may be minimized.

III. GENERAL
A. Authority
1. Chapter 780 (an act to amend Section 8589.5
of the Government Code relating to dam
safety) as amended.
2. California Emergency Plan, Part Two,
Atta,ichment 4.
3. City',of Newport Beach - "Emergency Operations •
Plan ".
B. Scope:
This plan ;establishes procedures for the evacuation
and control of populated areas of potential risk
and for subsequent re -entry into such areas.
C. Relationship to Other Plans:
This plan supports the City of Newport Beach
Emergency Operations Plan and will be revised and
updated as! necessary.
D. Relationship to Other Jurisdictions:
Inter - jurisdictional relationships shall be as
provided for in the City of Newport Beach "Emergency
OperationslPlan ".
E. Activationl.
This plan will be activated and therefore, become
effective automatically upon notification and veri-
fication of an emergency involving any dam or reser-
voir listed in Section I. Officials responsible for
the functions described in Section VI shall prepare
supportingiprocedures consistent with this plan and
the City of Newport Beach "Emergency Operations Plan ".
IV. SITUATION
A. Threat to Life and Property:
The partial or total failure of a Reservoir or Dam
presents a'threat to life and potential injury to
person. The evacuation plan maps delineate areas
of rescue and evacuation. Both public and private
property could be lost.

B. Vehicluar Problems:
The failure of a dam would block traffic. The
effect is discussed independently within each
evacuation plan.
V. OBJECTIVES
In order of priority, the following objectives
are established for areas of possible inundation
in the event of failure of Reservoirs and Dams:
• provide for the protection of life.
• care for displaced persons.
• portect personal property.
• restore normal function.
VI. ORGANIZATION AND GENERAL RESPONSIBILITIES
The organization of operations and areas of
responsibility assigned to the City departments
for carrying out this plan shall be as outlined
below:

EXECUTION
A. Concept of I Operations:
The primary objective of the evacuation plan is the
elimination of loss of life and personal injury.
Key to this is: (1) evacuation of people from
potential risk areas and (2) rescue of persons
from inundated locations.
B. Conduct
Operations:
This plan establishes the following five key steps
to be accomplished:
1. Alert and Reconnaissance
2. Evacualtion and Rescue
3. Security and Traffic Control
4. Welfare /Shelter /Aid
5. Restoration

Welfare, shelter and aid to be deployed at the stations
listed below in accordance with the specified procedures: •

5. Establish disaster service centers (City Police /Fire Complex)
to provide continued aid to disaster areas.

EMERGENCY EVACUATION EFFORT
"CHECKLIST"
1. Establish the following evacuation relocation sites and
determine when they will be ready for occupancy: •
a. Newport Beach Fire /Police Complex
b. Corona dell Mar High School
2. Warn threatened population and order evacuation to pre -
designated evacuation relocation sites.
3. Declare localized emergency and establish emergency operations
center.
4. Search threatened area to ensure that population has vacated
danger zone.
5. Verify need to shut down utilities within danger, zone.
6. Establish aerial survey of area.
7. Establish medical support as required. Establish liaison
with Hoag Memorial. j

S. Develop estimate of damage through aerial survey.
9. Continue perimeter siecurity as flood water recedes.
10. Conduct survey to assess damage and ability of evacuees to
return to area.
11. Reopen area to residents after service personnel have surveyed
area and prepared it for same.

RETURN TO NORMALITY
• 1. Prepare bulletins for release on lifting of emergency
status.
2. Inform the evacuees at the evacuation relocation sites
and Hoag Hospital of situation.
3. Inform the public via news media of the ability to return
to the area.
4. Restrict number of re -entry points, use re -entry points
to disseminate re -entry information to evacuees.
5. Continue disaster service centers to provide aid to
disaster areas.
6. Complete debris removal and salvage operations.
7. As permitted, return departments to normal operations.
