Resolution No. 82 -122
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH AUTHORIZING SUBMITTAL OF A
HOUSING ASSISTANCE PLAN AND A 1982 COMMUNITY
DEVELOPMENT B= GRANT SUBMISSION TO THE
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT.
• WHEREAS, on September 28, 1981 the City Council of the City of Newport
Beach adopted Resolution No. 11051 amending the Housing Element of the General
Plan consistent with the provisions of Goverrmient Code Sections 65580 et seq,
(Roos Bill); and
WHEREAS, the City of Newport Beach is making a good faith effort to
implement the policies and programs contained in the General Plan Housing
Element; and
WHEREAS, Objective 7 of the Newport Beach General Plan Housing Element
is to "promote and assist in the development of housing for low and moderate
income households "; and
WHEREAS, the implementation of Housing Element Objective 7 calls for
the consideration of renewed participation in the Community Development Block
Grant Program (CDBG), and evaluation by a task force; and
WHEREAS, on July 12, 1982 the City Council established the joint City
Council /Planning Commission Ad Hoc Housing Task Force; and
WHEREAS, Objective 9 of the Newport Beach General Plan Housing Element
is, "to promote the conservation, rehabilitation, and redevelopment of the
existing housing inventory "; and
WHEREAS, the implementation of Housing Element Objective 9 calls for
City evaluation of the Commnity Development Block Grant Program as a means of
• accomplishing a Housing Rehabilitation Program; and
WHEREAS, on August 10, 1982 the Housing Task Force recommended that the
City Council consider a 1982 CDBG Submission for a Housing Rehabilitation
Program; and
WHEREAS, it is the City's desire tai provide assistance to low and
moderate income families living in the oamnziity in substandard housing; and
WHEREAS, the City is eligible for $496,000 in entitlement funds which
could be used for a housing rehabilitation program; and
• WHEREAS, the City has published copies of the "Proposed Statement of
Community Development Objectives and Proposed Use of Funds" available to the
general public; and
WHEREAS, in the Final Statement the City will consider any public
comments or views which have been received either in writing or at the public
hearing.
NOW THEREE+ORE BE IT FURTHER RESOLVED, by the City Council of the City
of Newport Beach that the 1982 Conmmmity Development Block Grant Submission is
hereby authorized.
BE IT FURTHER RESOLVED, that the City Manager is hereby identified as
the official representative of the Grantee to submit the Final Statement, all
understandings and assurances contained therein, and such additional
information as may be required.
BE IT FURTHER RESOLVED, that the City Manager is authorized to submit
the Housing Assistance Plan including a cover letter detailing the differences
between the numbers in the Housing Assistance Plan and the City's Housing
Element.
