WHEREAS, the packaging and marketing of consumer
products has resulted in the ever - mounting increase in the mass
of material discarded by residents and visitors within our
jurisdiction; and
WHEREAS, non - returnable beverage containers are a major
portion of this packaging explosion and, to a large extent,
contribute to the solid waste load; and

encourage litter to be deposited on the streets, in the parks,
and on the beaches within our community; and
WHEREAS, the cost to this City for the regular removal
and disposal of normal household garbage and litter is
considerable; and
WHEREAS, these containers also represent a waste of
this country's finite energy and natural resources, in addition
to the limitation of this City's annual budget; and
WHEREAS, the City Council and Newport Beautification
Advisory Committee believe the matter of curbing the sale of
throwaway containers can best be handled by Statewide legislation

NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Newport Beach hereby urges support for the ballot
proposal which would require minimum deposits upon beverage
containers of at least five cents; and
BE IT FURTHER RESOLVED, that this body will express,
through all available means, its support of a minimum five cent
beverage container deposit at the State level.
