HomeMy WebLinkAbout83-90 - Offshore Oil Drilling ActivitiesRESOLUTION NO. 83 -90 • A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH IN SUPPORT OF HOUSE OF REPRESENTATIVES ADOPTED PROVISIONS AND ANY ADDITIONAL PROVISIONS IN THE FISCAL YEAR 1984 DEPARTMENT OF INTERIOR APPROPRIATIONS BILL WHICH WILL POSTPONE OFFSHORE OIL DRILLING ACTIVITIES NOT ALREADY IN PLACE THROUGHOUT THE ENTIRE COAST OF THE STATE OF CALIFORNIA WHEREAS, the United States House of Representatives adopted in July, 1983, certain provisions attached to the Department of Interior Appropriations Bill for fiscal year 1984 which would preclude funding for the conduct of certain outer continental shelf leasing activities in specific portions of the central and northern California outer continental shelf planning area, as well as specific portions of the Southern California outer continental shelf planning area; and WHEREAS, during September, 1983, the United States Senate will be engaging in deliberations over the final version of the fiscal year 1984 Department of Interior Appropriations Bill; and WHEREAS, local governments throughout California wish to communicate their support for House of Representatives' adopted language as well as any additional language which will impose, by funding restriction, a prohibition against certain lease offering activities throughout the entire coastline of the State of California outer continental shelf planning areas, including northern, central and southern California; and WHEREAS, although the City of Newport Beach supports • efforts to develop oil and gas resources, onshore and offshore, it does not support such development unless and until all significant potential adverse affects have been identified, analyzed and satisfctorily mitigated or otherwise resolved; and WHEREAS, the City of Newport Beach has determined that • current outer continental shelf lease offerings which may affect the coastline off the City of Newport Beach have not adequately identified and analyzed potential significant adverse effects, nor have such effects been satisfactorily mitigated nor otherwise resolved due, at least in part, to inadequacy of the time devoted to such analysis, mitigation process. NOW, THEREFORE, the City Council of the City of Newport Beach does hereby adopt this resolution in support of the United States House of Representatives version of the provisions affecting outer continental shelf leasing for California areas and all additional language and provisions which may hereafter be added to prohibit all new offshore development activities off the entire coastline of California, for fiscal year 1984, in tracts not already purchased through previous lease offerings; and BE IT FURTHER RESOLVED that this resolution should be forwarded to appropriate members of the United States Congress involved in the decision - making process on this issue for appropriate action on the Department of Interior Appropriations Bill for fiscal year 1984.
