A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT
BEACH ESTABLISHING THE MARINERS' MILE BUSINESS AND CITIZENS
ADVISORY COMMITTEE
WHEREAS, the City Council has determined that Mariners' Mile (the area along
Pacific Coast Highway between Newport Boulevard and Dover Drive) is an important
• area to the City, for its current and potential revenue generation capacity, its significance
in the City's economic base of marine service and visitor serving businesses, the high
volume of traffic on Pacific Coast Highway through the area, and its visibility to visitors
and persons traveling through Newport Beach; and
WHEREAS, the City Council is concerned about existing vacancies in Mariners'
Mile, the extent to which the purposes and goals of the Mariners' Mile Specific Plan are
being achieved, and the potential for future economic development of the area; and
WHEREAS, the City Council desires to study ways to improve the development,
economic performance and aesthetics of Mariners' Mile; and
WHEREAS, the City Council recognizes that changes on Mariners' Mile have the
potential to impact the residential area to its north, and wishes to involve representatives
of this residential area, as well as business representatives and persons with specific
economic expertise, in the study of Mariners' Mile;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Newport Beach establishes the Mariners' Mile Business and Citizens Advisory Committee
and Study Group, as follows:
Membership
The Advisory Committee shall be composed of seven members representing the business
community and seven members representing the residential community.
The Study Group shall be a subcommittee of the Advisory Committee, composed of its
chairman, one member representing the business community and one representing the
residential community, a Planning Commission representative, and a representative with
special knowledge of economics and property values.
Members of the Advisory Committee and the Study Group shall be appointed by the City
Council.
Chairman
The chairman of both the Advisory Committee and the Study Group shall be Kurt Yeager.
Term
The Advisory Committee and the Study Group shall sunset on May 30, 1997.
Functions and Duties
The Study Group will meet monthly for the purpose of conducting research, analyzing
issues and considering possible improvements in the areas of marketing and economics,
marine incentive uses, and aesthetics in Mariners' Mile. The Study Group also will meet
• monthly with the Advisory Committee to review its work and recommendations. Prior to
the sunset date, the Advisory Committee will make recommendations on the issues
included in the study, including possible changes to the Mariners' Mile Specific Plan and
other provisions of the Newport Beach Zoning Code.
City Support
Councilmember Norma Glover will attend meetings of the Advisory Committee and Study
Group. Staff support will be provided by the Assistant City Manager and other staff as
necessary.
