• A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH APPROVING AN AMENDMENT TO THE LAND
USE ELEMENT OF THE GENERAL PLAN TO REFLECT LAND USE
CHANGES PROPOSED AS PART OF THE OLD NEWPORT
BOULEVARD SPECIFIC PLAN [GENERAL PLAN AMENDMENT 92 -1
(C)]
WHEREAS, The Land Use Element of the General Plan adopted in 1988 requires the City
to prepare specific plans for several commercial/retail areas, including Old Newport Boulevard; and
WHEREAS, the Old Newport Boulevard Specific Plan Committee, an ad hoc advisory
committee appointed by the City Council, prepared a specific plan intended to fulfill the requirements
of the Land Use Element of the General Plan; and
WHEREAS, adoption of the specific plan requires amendment to the dwelling unit and floor
area allocations established by the Land Use Element of the General Plan; and
• WHEREAS, on November 21, 1996, the Planning Commission of the City of Newport Beach
held a public hearing regarding General Plan Amendment 92 -1 (C); and
WHEREAS, on March 24, 1997, the City Council of the City of Newport Beach held a public
hearing regarding this amendment; and
WHEREAS, the public was duly noticed of the public hearings; and
WHEREAS, pursuant to the California Environmental Quality Act an Initial Study has been
conducted to evaluate the potential environmental impacts of the proposed project. The Initial Study
concluded that the project, with the incorporated mitigation measures, could not have a significant
effect on the environment, therefore a Negative Declaration has been prepared.
THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH DOES HEREBY RESOLVE AS
• FOLLOWS:
Res 97 -24
• SECTION 1: The Land Use Element of the General Plan shall be amended to read as
provided in attached Exhibit 'W and the map establishing the boundaries of the Old Newport
Boulevard Specific Plan has be amended as illustrated in Exhibit `B."
SECTION 2: That all of the mitigation measures identified in the Negative Declaration are
hereby adopted as conditions of approval for the project.
This resolution was adopted at a regular meeting of the City Council of the City of Newport
Beach held on March 24, 1997, by the following vote, to wit:
