HomeMy WebLinkAbout99-63 - General Plan Amendment 98-3D• RESOLUTION NO. 99- 63 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH ADOPTING AN AMENDMENT TO THE CIRCULATION ELEMENT OF THE NEWPORT BEACH GENERAL PLAN TO RECLASSIFY THE SEGMENT OF SANTIAGO DRIVE BETWEEN IRVINE AVENUE AND TUSTIN AVENUE AS A COMMUTER ROADWAY ON THE MASTER PLAN OF STREETS AND HIGHWAYS [GENERAL PLAN AMENDMENT 98 -3(D)] WHEREAS, as part of the development and implementation of the Newport Beach General Plan the Circulation element has been prepared; and WHEREAS, said element of the General Plan sets forth objectives and supporting policies for the design and implementation of an adequate circulation system, which will provide an adequate level of service for the development envisioned by the Newport Beach Land Use Element; and • WHEREAS, the Master Plan of Arterial Highways (MPAH) was revised on July 12, 1999, to classify the segment of Santiago Drive between Irvine Avenue and Orange Avenue to a collector arterial; and WHEREAS, the reclassification of this segment of Santiago Drive is in the best interests of the City in that a commuter roadway is adequate to accommodate current and projected traffic demands; and WHEREAS, pursuant to Section 707 of the charter of the City of Newport Beach, the Planning Commission and City Council have each held a public hearing to consider the amendment to the Circulation Element; and WHEREAS, it has been determined that this reclassification is categorically exempt from the requirements of the California Environmental Quality Act under Class 5 • (Minor alterations in land use limitations); and 1 • WHEREAS, the Circulation Element provides for a balance between anticipated u • development and the capacity of the circulation system; and WHEREAS, approval of this amendment will assure consistency between the Orange County Transit Authority MPAH and the City Master Plan of Streets and Highways. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport Beach that an amendment to the General Plan Circulation Element reclassifying the segment of Santiago Drive between Irvine Avenue and Tustin Avenue as a Commuter Roadway on the Master Plan of Streets and Highways is adopted.
