Bettencourt ; Wisneski, Brenda; Brandt, Kim Subject: Bayside Village Marina, LLC. - Support for the Application Mr. Chairman, Commissioners and staff, I am writing as a long -time Newport Beach planning professional to support the staff analysis and proposed conditions, including the recommenced certification of the DEIR as final and complete for this imaginative coastal reuse plan: • As a former member of the 2006 General Plan Advisory Committee as well as the City's former Economic Development Committee I share the staff's reasoning and good judgment about this master plan proposal. • The project would be consistent with the intent of the General Plan designation by allowing for redevelopment of an under - utilized bayfront site with coastal dependent (i.e. dry stack boat storage, marine service, and marina parking) and coastal related visitor serving commercial (i.e, restaurants, retail and marina office) and recreational uses (i.e. boat rental, kayak and paddleboat launch facilities and public trail and viewpoints). • The proposed mixed -use residential development with development limitations just makes good sense from our experience as planning representatives here for Kevin Weeda of CWI Development for both his award winning Cannery Lofts project (Carefully evaluated by this commission) as well as South Brea Lofts. • I have no business relationship with the project principals or consultant team. The property owner's representative R. Gordon Craig and I are former sail boat owners together, however, and are still avid boating enthusiasts. (We sure do miss our Little Balboa Island south bayfront dock this time of year especially). Support of the staff recommendations following public comment and Commissioner refinements is, in my professional judgment, the right thing to do. Good holidays to all. 1 Philip & Meredith Bettencourt Real Estate Development Planning 14 Corporate Plaza, S. 120 Newport Beach, Ca. 92660 949 - 720 -0970 PhilipPbettencourtplans.com
