A RESOLUTION OF THE CITY COUNCIL,
CITY OF NEWPORT BEACH, DEFINING THE PURPOSE
AND ROLE OF THE LIBRARY IN THE COMMUNITY
WHEREAS, Section 708, Article VII of the Charter of the City of
Newport Beach, establishes a Board of Library Trustees with certain enumer-
ated powers and duties pertaining to the libraries of the City of Newport
Beach and the operation thereof; and
WHEREAS, the Board of Library Trustees, in order to carry out its
powers and duties, has formulated a service policy, or Mission Statement,
which defines the functions and responsibilities of the Newport Beach
Public Library; and ,
WHEREAS, the Library has completed an extensive and systematic
investigation of present and potential library patron concerns and needs,
from which a Mission Statement was derived; and
WHEREAS, the American Library Association and the California
Library Association have recommended that all public libraries develop a
Mission Statement; and

WHEREAS, the Board of Library Trustees, on December 12, 1983,
adopted as the Library's service policy, the following Mission Statement:

NOW, THEREFORE, BE IT RESOLVED by the City Councilof the City of
Newport Beach, California, that the formulation of the Library's Mission State-
ment is deemed to be of significant and enduring value and should be vigorously
supported and wholeheartedly endorsed; and

BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and
directed to include the Mission Statement, in its entirety, in the Library
section of the Newport Beach City Council Policy Manual as Council Policy #0 -4.
ADOPTED this 26th day of March 1984.
