A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH
APPROVING AMENDMENTS TO THE LAND USE AND RESIDENTIAL GROWTH
ELEMENTS OF THE NEWPORT BEACH GENERAL PLAN
• FOR THE PACIFIC COAST HIGHWAY AND JAMBOREE SITE
(GENERAL PLAN AMENDMENT B3 -2(c) PORTION)
WHEREAS, Section 707 of the Charter of the City of Newport Beach provides
that the City Council, upon recommendation by the Planning Commission, may
amend the General Plan, or any part or element or map thereof; and
WHEREAS, as part of the development and implementation of the City's
General Plan, the Land Use and Residential Growth Elements have been prepared;
and
WHEREAS, said elements of the General Plan set forth objectives and
supporting policies which serve as a guide for the future development of the
City of Newport Beach; and
WHEREAS, pursuant to Section 707 of the Charter of the City of Newport
Beach, the Planning Commission has held a public hearing to consider certain
amendments to the above referenced elements of the Newport Beach General Plan
and adopted Resolution No. 1118, recommending to the City Council certain
changes and amendments in said elements; and
WHEREAS, the Land Use Plan of the Newport Beach Local Coastal Program has
been adopted by the City and certified by the California Coastal Commission;
and
WHEREAS, the General Plan Amendment for the Pacific Coast Highway and
Jamboree site will bring about consistency between the Local Coastal Program
Land Use Plan and the Newport Beach General Plan; and
WHEREAS, this General Plan Amendment is adopted for the purpose of
implementing the City's Certified Local Coastal Program Land Use Plan; and
WHEREAS, implementation of the Land Use Plan is part of a Local Coastal
Program;.and
WHEREAS, the California Environmental Quality Act (CEQA) does not apply to
activities and approvals pursuant to the California Coastal Act taken by any
local government necessary for the preparation and adoption of a Local Coastal
Program; and
WHEREAS, the City Council desires to adopt certain amendments to the Land
Use and Residential Growth Elements and Maps of the Newport Beach General Plan;
• NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport
Beach that the Land Use and Residential Growth Elements are hereby amended for
the Pacific Coast Highway and Jamboree site (bounded by East Coast Highway,
Jamboree Road and Back Bay Drive), as follows:
The Coast Highway /Jamboree site is shown for
"Recreational and Marine Commercial." Office
use may be permitted on the site provided
traffic mitigation measures include fiscal
contribution to a shuttle system combined
with public parking in the garage. Office
use should also include provisions for an
affordable visitor - serving use such as a
public view deck and restaurant facility."
